About the Department
The Cornell University Office of the University Registrar (OUR) implements and monitors many academic and administrative policies in coordination with academic units departments colleges and schools to facilitate faculty teaching and student learning. The Office of the University Registrar acts as the steward of academic and student information. The Office of the Registrar champions the constant renewal of student information systems adapts operations to changing academic needs federal state and institution policies and evaluates administrative processes for services improvements.
The Opportunity
The Compliance team is integral to the Office of the University Registrar (OUR) and supports the mission of the office to create maintain and protect the academic records of current and former students. The teams support Title IV Financial Aid NCAA Ivy League U.S. Department of Veterans Affairs (VA) U.S. Department of Defense (DoD)and university compliance efforts. We ensure accurate academic records information support data analysis and reporting for OUR Office of Enrollment Compliance and Design (OECD) offices across campus and external organizations.
The Veterans Affairs and Enrollment Certification Coordinator will support daytoday operations as the School Certifying Official (SCO) for VA Education Benefits and DoD Tuition Assistance. The coordinator will work closely with the Assistant Registrar of Compliance and the Compliance and Business Analyst to monitor and report student enrollment information to the VA and DoD term dates credit loads qualifying costs in order for benefit payments to be disbursed. As the backup for the NCAA and Ivy League student athlete reporting and Title IV enrollment compliance the coordinator will understand regulatory requirements and assist in completing required reporting. Working closely with both the Assistant Registrar of Compliance and the Assistant Registrar of Data Management and Systems the coordinator will navigate systems and tools to provide accurate information to meet annual reporting requirements related to VA DoD NCAA and Ivy League requirements.
As a School Certifying Official (SCO) the Veterans Affairs and Enrollment Certification Coordinator will also serve as a liaison between students and the U.S. Department of Veterans Affairs (VA) and U.S. Department of Defense (DoD) by reporting student enrollment information term dates credit loads qualifying costs to the VA in order for benefit payments to be disbursed to the student.
This person will work directly with students/families and the VA and DoD.
Review students registration at the beginning of each term/semester to ensure compliance with VA and DoD policy.
Create and review grade reports each term/semester to ensure students are meeting all academic and VA and DoD progress requirements.
Assist with the review of students registration in accordance with NCAA and Ivy League rules to ensure compliance and athletic eligibility.
Answer questions regarding current enrollment benefits payments and change of status.
Assist the Assistant Registrar of Compliance and Academic Records with the VA and DoD registration of new or changing academic programs.
Track students in institutional programs and notify the Assistant Registrar of Compliance of any changes.
Assist the Assistant Registrar of Compliance with planning and providing additional institutional programs events and activities to support students.
Investigate new systems functionality that could assist in streamlining business processes and efficiencies across campus.
Commitment to achieving and maintaining compliance particularly for the administration of VA Education Benefits and DoD Tuition Assistance.
Coordinate Veterans Administration communications and certification process.
Ensure PeopleSoft setup for each certification year.
Coordinate system setup updates with the Assistant Registrar for Compliance and the Compliance and Business Analyst.

What We Need:

Bachelors degree and up to 2 years relevant experience or equivalent combination of education and experience.
Experience in maintaining compliance with policies and/or federal and state laws and regulations including FERPA.
Exceptional analytical reasoning organization and communication skills and attention to detail.
Successful completion of New School Certifying Officials VA training within 30 days of start date.
Ability to recognize and protect confidential information and exercise judgment tact and diplomacy in handling sensitive information and situations.
Experience in achieving and maintaining compliance especially for Veterans Affairs (VA) Education Benefits Department of Defense (DoD) Tuition Assistance NCAA Ivy League and Federal Title IV Financial Aid.
Experience collecting requirements documenting and testing business processes.
Proficiency in the Microsoft Office suite (Word Excel PowerPoint Access).
Demonstrated ability including strong interpersonal skills and excellent communication skills to work in a student support serviceoriented office. Must include a strong commitment to delivering excellent customer service.
Ability to juggle many different projects simultaneously with consistent accuracy followthrough and timely completion.
Experience in and/or demonstrated commitment to supporting diversity equity access inclusion and wellbeing. Experience working directly with people from diverse racial ethnic and socioeconomic backgrounds.

Experience working with Enrollment Manager Tungsten Teamworks and National Student Clearinghouse.
Experience working with student veterans in a university setting.
Proof of authorization to certify to the VA copies of VA Form 228794 (Designation of School Certifying Officials) and training certificates.
Experience using PeopleSoft Student Records and Campus Community modules.
Knowledge and experience of techniques and use student information systems and common reporting tools like Oracle Analytics (OAS) or Tableau to determine solutions to resolve business needs and create and enhance business processes.
Experience working in a Cornell student service office (such as Bursar Financial Aid Graduate School or college registrar office).
