Job Description

Primary Purpose:

To provide continuous monitoring of Head Start processes and their supporting application to ensure a comprehensive quality Head Start program and compliance with Head Start Program Performance Standards and state and local regulations.

Qualifications:

Education/Certification:

  • Bachelors degree from an accredited university

Special Knowledge/Skills:

  • Ability to analyze and monitor processes and develop operational performance reports
  • Ability to effectively utilize computers with exceptional skills in word processing spreadsheets and database applications
  • Excellent writing and interpersonal skills
  • Knowledge of quality assurance methodologies evaluation and/or quality improvement processes

Experience:

  • Experience in monitoring systems to collect analyze synthesize and report data from both internal and external sources
  • Skill and experience in implementing and monitoring program systems for a nonprofit agency educational institution or related entity
  • Experience utilizing computerized data systems
  • Experience working in a Head Start program preferred

Major Responsibilities and Duties:

  1. Model HCDE Head Starts mission vision and values.
  2. Implement onsite monitoring for all Head Start centers and administration to ensure compliance and to detect possible areas of noncompliance with established regulations and procedures.
  3. Maintain recordkeeping systems and computerized data tracking systems for all compliance monitoring activities.
  4. Design implement and report monitoring to support compliance.
  5. Make recommendations for improving operational activities and processes based on monitoring outcomes.
  6. Participate in educating staff on identified compliance issues and regulatory requirements.
  7. Participate in the creation and maintain documentation of the annual ongoing monitoring plan.
  8. Work collaboratively with a variety of teams including participation on the Selection Committee.
  9. Perform other duties as assigned.
