The Colorado Department of Public Safety (CDPS) consists of five Divisions: Colorado Bureau of Investigation (CBI) Colorado State Patrol (CSP) Division of Criminal Justice (DCJ) Division of Fire Prevention and Control (DFPC) and the Division of Homeland Security and Emergency Management (DHSEM). The Executive Directors Office (EDO) provides administrative and management services to the operating divisions of the department.

About the Division

The Colorado Bureau of Investigation (CBI) provides law enforcement services to local state and federal law enforcement and government agencies including managing statewide criminal justice information assisting with criminal investigations on request conducting criminal and civil background checks and operating an internationallyaccredited forensic laboratory system. The units described below perform these functions:

  • Crime Information Management Unit provides support services and ensures security regulations are met by users of Colorado criminal justice information to uphold and enforce the FBI standards and operates an information system at an over 99 percent availability rate for local state and federal criminal justice agencies enabling them to exchange timely accurate and complete information.
  • Forensic Services provides forensic investigative assistance to law enforcement agencies including DNA casework latent print analysis firearm and toolmark analysis drug chemistry analysis crime scene evidence processing serology analysis trace evidence analysis digital analysis DNA database management and toxicology analysis.
  • Office of Professional Standards develops national accreditation standards for the CBI standardizes policies and training conducts review and investigates complaints and allegations of misconduct and reports on CBI statistics and inspections.
  • Investigative Services provides critical investigative assistance to law enforcement agencies on request for major crimes gaming complex fraud fugitive sex offenders cold case homicides and missing persons investigations.
  • Biometric Identification and Records Unit serves as the state repository for criminal history information including fingerprint data.
  • Instant Criminal Background Check Unit serves as the state point of contact for background checks on firearms purchases and conducts concealed handgun permit background checks for sheriffs offices.

About the Work Unit

Provide executivelevel leadership management and supervision to the Staff both sworn and professional of the Colorado Bureau of Investigation (CBI or Bureau). Represent the Colorado Department of Public Safety (CDPS) and the CBI on both a state and national level. Ensure that CBI services are provided to law enforcement agencies and District Attorneys offices in a professional and responsive manner. Collaborate with other CDPS divisions to ensure the safety of Colorado residents.

About the Job

This Director serves as the top tier executive managerial and administrative position for the CBI and as part of the Executive Team of the Colorado Department of Public Safety. Per 2433.5404 The Director shall be the chief administrative officer of the bureau and shall also be an agent. Supervises and directs the administration and all other activities of the bureau. The director shall prescribe rules and regulations not inconsistent with law for the operation of the bureau and the conduct of its personnel and the distribution and performance of their duties. The Director shall at the request of the Executive Director Deputy Executive Director or in his/her absence or disability be sufficiently qualified to act in the place of the Executive Director and/or the Deputy Executive Director in all matters requiring action. The Director also serves as the Departments representative to assigned committees and associations. See Colorado Revised Statutes 2433.5402 Director Appointment 403 Director Qualifications (The director shall be experienced in scientific methods for the detection of crime and in the enforcement of law and order. The director shall possess such other qualifications as may be specified by the state personnel director after consultation with the executive director. 404 Director Duties. The CBI Director has overall responsibility for the following sections (and units within) of the CBI:

  • Investigation Section

  • Forensic Services Section

  • Support Services Section

  • CBI Administration

The primary purpose of the CBI Director is to serve as the leader and administrator for all Bureau operations statewide including the current headquarters in Denver Field Offices in Pueblo and Grand Junction and the resident Agent offices in Montrose Durango and those planned for the future. Additionally the Director has responsibility for budget preparation overall and accounting for the Bureau and ensuring that CBI operations provide the most efficient and effective use of state resources. The CBI Director shall provide oversight and representation of the Bureau in all legislative matters as necessary.


The Director maintains frequent contact with the Executive Director and Deputy Executive Director and regular contact as appropriate with the Office of the Governor members of the Legislature Sheriffs Chiefs of Police District Attorneys the Attorney Generals Office and Federal Criminal Justice CEOs as well as fellow CDPS Directors. This position acts as the spokesperson and decision maker for the agency authorizing action and directly determining the agencys mission direction strategic goals and scope of work.


The CBI Director must have extensive experience with Law Enforcement operations and the administration of a large and complex law enforcement agency. A Federal Security Clearance or the ability to obtain one within a reasonable amount of time is also required.


Key Responsibilities

Overall Bureau Administration/Management

Administers and oversees the management of all Sections within the CBI providing supervision and guidance for Deputy Directors and other staff to ensure that the CBI is performing its statutory requirements.


Personnel and Resource Management/Deployment

Sets general and specific guidelines for personnel and resource deployment in keeping with both statutory and budgetary limitations and requirements. Works with stakeholders legislators other state agencies and CDPS partners to ensure that stakeholder needs are being met and that the CBI has sufficient resources to be responsive and effective.


Interagency/Legislative Outreach

Provides an open and accessible presence to a wide variety of stakeholders to include law enforcement agencies District Attorneys Offices local community leaders legislators government staffers and special interest/advocacy groups.

Serves as the public face of the Bureau and a source of support for agencies in need of resources as well as a frequent source of timely information for the media and all stakeholders.

Represents CDPS and the CBI on a statewide and national level through professional associations and frequent outreach to sister agencies throughout the nation.


Strategic Planning

Administers and oversees the management of the Bureau providing supervision and guidance for all supervisory and management personnel to ensure the review and development of CBIs directive system of policies rules and regulation guidelines and procedures in compliance with the standards for the Commission on Accreditation for Law Enforcement Agencies.

Maintains an organizational reporting system for operations and management data to include the production of the CBI Strategic Plan the Continuity of Operations Plan (COOP) and other documents designed to set the overall direction of the Bureau.


Crisis Management

The CBI Director ensures that the Bureau serves as a resource to statewide agencies to include the CDPS when those agencies are faced with major criminal offenses natural and manmade disasters and any other incident impacting the operation delivery of service and safety of the community.

Preferred and Exceptional Candidates will have
  • Demonstrated experience in statelevel policy development working with the Executive Branch and the General Assembly.
  • Proven experience in implementing and maintaining national and international accreditation of a law enforcement agency and a forensic crime laboratory.
  • Current Colorado P.O.S.T. certification or the ability to apply for provisional P.O.S.T. certification.

Conditions of Employment

  • Requires successful completion of a background investigation that includes a polygraph exam a fingerprint based criminal history search psychological suitability assessmentand a drug test.
  • The position requires Peace Officer status and in the performance of the duties the individual may come in contact with hazardous materials
  • Possess statutory authority to enforce all state laws including power of arrest and use of necessary force. Has ability to retain firearms qualifications and proper use of firearms. Training others in management and supervisory skills. Assesses information provided via secret clearance for organizational decisions.
  • Must be able to obtain a federal Secret security clearance.
  • Must possess and maintain a valid Colorado Drivers license with the ability to independently travel.
  • Requires substantial amounts of travel with some overnight travel for several days at a time often on relatively short notice.
  • Requiresoncall availability for emergency response.
  • Requires oncall availability in the event of the activation of the Continuity of Operations Plan (COOP) and be required to report to work immediately at the regular or an alternate location. During this time travel restrictions may be in place.
