A state government agency has released aRequest for Tender (RFT) for a proposal for the provision of professional consulting and modelling services associated with ZeroEmission Pathways for Future Public Transport.
The government agency is looking to undertake a detailed exploration of the transition to zeroemissions in the context of future procurement models for public transport specifically buses including opportunities to leverage private investment with a focus on value efficiency and interoperability to achieve a more agile and sustainable operating environment. For the purposes of this consultancy the expectation is that models will be based on batteryelectric buses.
ICG is preparing its proposal and seeks the services of a suitably qualified and very experienced consultant to assist with finalisation of the proposal and of the project. We are seeking one lead consultant and a panel of experts to support them.
Role
We are seeking highly experienced analytical and strategic professionals with extensive experience in the evaluation and assessment of different options in relation to Zero Emission Bus (ZEB) transition and be able to provide detailed and authoritative advice.
You will provide a detailed analysis of different potential ZEB ownership operating and management models outlining the advantages and disadvantages of each model and providing options for a future statewide general access network. This analysis will be informed by experiences and emerging best practice in other states of Australia and overseas.
The analysis must include:
- Consideration of different models of ownership including leasing and direct ownership; of different assets including the bus fleet batteries depots and other associated infrastructure.
- Identifying the supporting resources and expertise that each model would require within government to ensure appropriate asset maintenance and management.
- Consideration as to how the various models would work in the context of the Network and the dispersal of assets across the state.
- Details on how each model would fit under existing contracting models.
- Identification of critical controls that each model would require whether contractually or otherwise to ensure the model functions effectively in particular during a transition period to avoid perverse outcomes.
- For each model a detailed SWOT analysis which details the strengths weaknesses opportunities and risks of each option (as they apply to government operators public transport users and taxpayers).
Analysis should also assess options against a number of secondary goals:
- establishing a more open and competitive bus services that supports flexible integrated and responsive service delivery;
- ensuring and enhancing reliability in the Network;
- enhancing the customer experience; and
- attracting private investment into the Network.
Required Skills and Experience:
- The successful candidates will have expertise in pathway to zero emission statuettes specifically for bus networks and be available to work under the ICG brand
- Proven experience in transportation planning fleet management or a related field with a focus on sustainability and zeroemission technologies.
- Strong analytical and financial modelling skills to assess different operational and ownership models.
- Excellent stakeholder management and communication abilities to coordinate across various departments and external partners.
- Knowledge of the latest developments in zeroemission technologies including electric vehicles and hydrogenpowered systems.
- Experience in regulatory compliance and policy analysis within the transport sector.
- Strategic thinker with the ability to navigate complex challenges and propose innovative solutions.
- Proven reporting skills.
Desirable Skills:
- Experience with public transportation or largescale fleet operations.
- Familiarity with environmental impact assessments and sustainability reporting.
- Previous involvement in publicprivate partnership projects or infrastructure transitions.

Rate:The daily rate to the consultant will be AUD$TBC per day reflecting the
