Job Description

The Insider Threat Program Analyst will support a newly established program at NNSA to develop coordinate and improve insider threat policy practices and activities at NNSA headquarters and sites. The primary responsibilities include basic program support research into best practices and program improvement. This position is contingent on contract award.

Duties and Responsibilities:

Basic Program Support

  • Support meetings with sites by agenda design and preparation meeting facilitation notetaking and meeting summarization.
  • Work with other stakeholders in OGC HR DOE Intelligence cyber security personnel security the Office of Privacy and others to develop and implement policies to protect NNSA assets activities and programs.
  • Develop execute and maintain standard operating procedures (SOPs) for the NNSA Insider Threat Program.
  • Support the establishment of program guidelines and requirements to ensure policy implementation at headquarters and NNSA sites.
  • Develop and support the delivery of questionnaires or other datagathering efforts to improve insight into the performance and effectiveness of insider threat programs at individual NSNA sites.
  • Help develop track and manage metrics to provide insight into the status of the sites program implementation.
  • Track compliance with the requirements of the Executive Order (E.O. 13587 and the Presidential Memorandum National Insider Threat Policy and Minimum Standards for Executive Branch Insider Threat Programs.
  • Compile results into meaningful reports to support senior decisionmakers.
  • Prepare and deliver presentations on the program to effectively communicate status and decision needs.

Best Practices Research

  • Engage in outreach to ascertain best practices in federal agencies especially those with extremely low risk tolerance.
  • Conduct opensource research about emerging technologies industry trends and developments in countering insider threats.
  • Researching and summarizing insights into effective mechanisms to deter detect and mitigate insider threats.

Program Improvement

  • Identify information gaps and develop courses of action to close those gaps.
  • Work with DOE and NNSA leadership to develop strategies to deter detect and respond to threats.
  • Understand the various roles of federal agencies in combatting insider threats and potential intersection points with DOE and NNSA policy and processes.
  • Create material for awareness campaigns job aids and reference aids for insider threat programs.
  • Serve as the liaison to the Security Analysis Cell for understanding current threats and adversary TTPs.
  • Brief findings from insider threat cases to highlight the need for policy or process improvements.
  • Proactively identify mechanisms to sharing findings or lessons learned with key internal and external stakeholders.
  • Develop tabletop exercises designed to demonstrate NNSA implementation of insider threat policy guidance and procedures.
  • Update workflows and process to ensure alignment with the needs and processes of NNSA DOE and external agencies as warranted.

Minimum Qualifications:

  • Active DOE Q or TS/SCI clearance
  • Ten 10 years of experience in any of the following fields: insider threat; law enforcement; intelligence (collection targeting or analysis); counterintelligence; corporate security; investigations. Or a bachelors degree plus three years of experience
  • Five 5 years experience supporting a federal agency or cleared federal contractor Insider Threat program
  • Within the past five 5 years certification achieved:

Certified CounterInsider Threat Professional Analysis (CCITPA) and CCITP Fundamentals (CCITPF) or

CERT Insider Threat Program Manager (ITPM) or

Certified Insider Risk Management Measures of Effectiveness Certificate

  • The highest level of integrity and the ability to protect sensitive information
  • Superior writing and briefing skills
  • Experience with policy writing
  • Experience in creating standard operating procedures guidelines processes and intelligence product lines
  • The ability to excel in a team environment where team members are dispersed
  • Experience coordinating several projects simultaneously and oversee the of daily duties with minimal supervision
  • Knowledge of federal standards for insider threat programs
  • Experience with opensource research.

Preferred Qualifications:

  • Masters degree in a related field
  • Five or more years of experience with supporting or executing government policies and procedures
  • Experience with analytical problem solving and familiar with conducting operations relating to insider threat counterintelligence investigations and counterespionage.
  • Experience in policy development implementation and training
  • Experience with providing subject matter expertise in industry or government settings
  • Experience in advising senior management.

LOCATION: This is fulltime onsite position in Washington DC 20024 USA is contingent on contract award
