Summary
CAE USA at Wright Patterson AFB OH is seeking a dedicated and experienced Program Manager to lead and manage a leading edge research engineering design and development team. CAE USA is a leader in advanced simulation and training technology development and training systems support for domestic and international military training.
The Program Manager will join the Adaptive Technologies for Force Readiness (ATFR) leadership team to oversee operations manage resource planning/forecasting and contribute to the development of organizational strategy across various project/task orders both internal and external. Will manage Projects Leads and Task Order Leads over a variety of Research and Development simulation testbeds at Wright Patterson Air Force Base and various deployed sites in support of the US Air Force Research Laboratory Human Performance Wing.
ESSENTIAL DUTIES AND RESPONSIBILITIES

This advancedlevel program management position is responsible for managing highly complex and strategically essential proposals and programs
Develops contracts overarching vision and strategies to meet customers needs and address issues within bounds of the contract
Promotes vision and implements strategies via mentorship guidance and direction to contractor force and coordination with customer
Performs financial analysis including integration of financial planning and program/budget .
Develops planning programming and budgeting documentation including revised plans necessitated by development requirements or adverse budgetary decisions.
Complete miscellaneous company program management requests for monthly quarterly and annual overhead budget forecasts and reports.
Prepare program development objectives and schedules for all phases of program development
Responsible for managing assigned programs. Monitor and manage daytoday progress of programs
Coordinate and develop program plans including marketing and financial
Manage programs performance to the plans to include performance of subcontractors
Participate in overall program management discipline evolution within the organization
Experience working with military customers and products
Lead the production of viable cost proposals in response to customer demands and marketing trends
On occasion provide support for simulation products and services to produce FAR and DFARcompliant proposals
Participate in key sales situations and negotiations for the program
May be responsible for marketing new technology or followon business acquisition
Oversee program budgets and schedules to include subcontractors
Maintain communications and contacts to collect and analyze technical financial schedule and sales information for current and future programs
Develop and maintain a prioritized list of customer and market requirements for support services
Extensive knowledge of the manufacturing/ engineering market in flight simulation and training
Review weekly labor actuals to verify labor charging accuracy for both CAE and subcontractors
Communicate charging guidance and remaining tasks hours budget to ATFR management and staff
Review and approve BOEs and ROMs for estimates on new projects
Ownership of resource forecasting in internal headcount/material forecasting/planning tool
Author operations status charts and coordinate contractor management weekly team sync meetings
Meets with customer weekly to discuss project status and issues manning and funding requirements
Meets with key contractor team members (CAE and subcontractor) weekly to discuss project status and issues manning and funding requirements
Manage and track new and future work to identify staffing assignments and needs
Evaluates and suggests alternative or corrective actions on the project/task order under consideration and on the overall utilization of resources.
Participates in monthly Independent Project Reviews (IPR) providing leadership with program status and schedule/budget updates
QUALIFICATIONS AND EDUCATION REQUIREMENTS
Bachelors degree in technical field with demonstrated management experience
Minimum of four years experience in program/project management within the research and development environment.
Expert knowledge of program budget and schedule development and management
Experience managing the development of successful highlycomplex proposals
Able to communicate both verbally and in writing with good interpersonal skills. Ability to read analyze and interpret common scientific and technical journals financial reports and legal documents. Ability to respond to common inquiries and complaints from customers regulatory agencies or member of the business community. Ability to effectively present information to top management public groups and/or Board of Directors.
Advanced mathematical skills are required. Possess complex financial managerial skills to include budgetary and proposal activities. A basic knowledge of accounting is mandatory. Possess complex financial managerial skills to include budgetary and proposal activities.
Advanced analytical problemsolving skill is essential.
Able to reason plan direct and evaluate situations to make appropriate recommendations and take actions beneficial to the program and the company as a whole. Will demonstrate leadership ability with complex reasoning and problem solving abilities. Must display tact and selfdiscipline necessary to interface effectively with customers vendors and all levels of management employees and the general public.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written oral diagram or schedule form.
PREFERRED SKILLS
PMP preferred
Preferred candidate will possess at least a Masters in Business Administration or Physical Science.
Prior military experience a plus.
Familiarization of Modeling and Simulation systems a plus.
Prefer candidates with current Department of Defense (DoD) security clearance.
Security Responsibilities
Must complywith all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials in any form. Shall not divulge any information or afford access to other employees not having a needtoknow. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources.
Incumbent must be eligible for DoD Personal Security Clearance.

Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers phones photocopiers and filing cabinets.
