Summary

DCHS manages a wide range of programs and services to assist the countys most vulnerable residents. The department maintains a proequity focus aimed at developing the systems and standards necessary to achieve better outcomes for all county residents regardless of race gender identity or income.


HCD seeks a Best Starts for Kids (BSK) Capital Program Manager to oversee investments related to development maintenance and expansion of recreational early learning and childcare facilities and housing for youth young adults and families in King County as outlined in the Best Starts for Kids implementation plan.

Job Duties

To be considered minimally qualified applicants must demonstrate a background that provides the knowledge skill and ability to:

WE ARE LOOKING FOR CANDIDATES WHO HAVE:

DESIRED QUALIFICATIONS:
  • Masters degree in social work education public administration planning or a related field and/or equivalent education and experience.
  • Strong understanding of construction transactions and the development process including acquisition financing code compliance project drawdowns budget/scope analysis and experience collaborating with architects contractors and engineers.
  • Three or more years experienceinearly learning/childcare facilities systemsand policies; including familiarity with state licensing requirements and/or high quality standards.
  • Three or more years experience in multisector strategy development and implementation.
  • Demonstrated ability to identify systems gaps and develop strategies for improvement.
  • Experience with evaluating performance effectiveness and program outcomes developing guidelines metrics outcomes and evaluation tools.
