The Department of Economic Security is seeking a proven Human Resources Leader to support the Division of Benefits and Medical Eligibility (DBME). The Senior Human Resources Business Partner (Sr. HRBP) in partnership with DES leadership is responsible for planning and executing the human resources strategies in line with the business goals and objectives including organizational design workforce planning talent management change management compensation employee effectiveness and engagement for the assigned division. The position provides significant input and guidance to the division Assistant Director influencing decisions that direct the operations of the division and has responsibility for directing the management of operational/technical functions.
This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.

Essential Duties and Responsibilities include but are not limited to:
In partnership and collaboration with the Chief Human Resources Officer (CHRO) and division leaders The Sr. HRBP assists division management to provide overall leadership and oversight responsibility for all human resources core functions assess human resources needs and establish and implement human Resources strategies. This position will play a key role in strategic planning to include human resources process improvements best practices and the preparation of analysis for legislation that affect the human resources arena. This position will be responsible for interpreting Federal laws and regulations State laws and rules and DES policies and procedures.
Oversee the implementation and deployment of Human Resources programs through divisional Human Resources staff; lead Human Resources practices and objectives to provide an employee oriented high level culture that emphasizes empowerment quality productivity standards goal attainment and recruitment. Lead the ongoing development of a superior workforce.
Provide input in the development and implementation of strategic goals and objectives related to the divisions mission; identify operational problems and develop solutions; lead and direct special divisionwide operational and organizational studies/projects.
Serve as coach and mentor to employees as well as business leaders to drive development of leadership and talent capability and competencies. Lead the development of an employeeoriented culture that emphasizes quality continuous improvement and high performance.
Extensive knowledge of human resources principles and practices and all facets of human resources to include Talent Management Classification and Compensation Performance Management Employee Relations Operations and Employee Benefits administration.
Knowledge of federal and state employment laws; State Personnel System Personnel Rules; Legislative process; Budgets and Statewide Human Resources Policies and Guidelines.
Skilled in management and leadership; oral and written communication; diplomacy; interpersonal relations with staff managers and representatives of divisions.
Skilled in developing and implementing work measurement methods project planning analysis and interpretation of data.
Ability to effectively lead large centralized administrative services lead balance heavy workloads and work in complex sometimes ambiguous environments serving multiple stakeholders and drive culture initiatives.
Ability to understand the business needs of the divisions and translate client business needs and goals into human resource capabilities needed to achieve results and a strong service delivery.
The ideal candidate for this position will have:
Bachelors degree or equivalent experience Human Resources Business Organization Development and a minimum of seven 7 years experience in human resources in progressive crossfunctional roles of which four 4 years in a leadership role driving strategic human capital priorities. Bachelors degree in relevant field may substitute for two 2 years of leadership experience.
HR certification is preferred not required.
This position will require a current valid Arizona drivers license. This position requires driving or the use of a vehicle as an essential function of the job to conduct State business; the following requirements apply Drivers License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current valid classappropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C. R210207.11.
Successfully pass background and reference checks; employment is contingent upon completion of the abovementioned process and the agencys ability to reasonably accommodate any restrictions.
