Position and Salary

The Attorney Generals Office is recruiting for a permanent full time Fiscal Analyst 3 in the Financial Services Division. This position is located in Tumwater Washington and is not unionrepresented. Note: There is a possibility of an intraining from the Fiscal Analyst 2 level.

Fiscal Analyst 2 Salary Range 44: $45732 $61404.

Fiscal Analyst 3 Salary Range 50: $52920 $71148.

The base pay offered will take into account internal equity and may vary depending on the preferred candidates jobrelated knowledge skills and experience.

InTraining Defined

An intraining is onthejob instruction designed for candidates with less experience than the required goal classification to learn and grow into a higherlevel role. In this job posting we are open to considering those eligible at the Fiscal Analyst 2 level who are interested in learning onthejob with the goal of moving into the Fiscal Analyst 3 role. Youll gain the competencies and skills needed to successfully perform your duties while being supported by your supervisor manager and coworkers. Upon successful completion of your training and demonstrating knowledge of the position requirements you will be promoted into the Fiscal Analyst 3 level.

About the Financial Services Division:

The Financial Services Division (FIS) provides support and accountability for agency financial and budgetary decisions and practices. Our primary goal is to protect and enhance the financial health and resources of the Office of the Attorney General including providing efficient centrally located accounting budgeting payroll contracts and grant services and management. We produce top quality work in a manner that contributes to the mission of the AGO to be the best public law office. We conduct the business of the Financial Services Division in a professional and cooperative manner which recognizes the contribution of each team member. FIS ensures that the reporting and transmission of agency financial information is complete accurate and timely. FIS is also responsible for agency budget development and monitoring in addition to accounting payroll contracts and purchasing functions. FIS contains three main sections: Accounting Contracts and Budget.

The Accounting Services Unit is responsible for Accounts Payable General Accounting Accounts Receivable Revenue Timekeeping and Payroll functions. This unit processes employees travel vouchers vendor invoices purchase orders partners with the state and federal auditors accounting for federal grants produces our federal indirect rate distributes cost allocations provides cash management daily deposits wire transfers local bank services including settlement monies legal services billing and the preparation and disclosure of our financial statements. In addition the unit ensures all transactions processed comply with state and federal requirements and reconciles all parts of the agencys reportable financial structure. The unit also manages the internal timekeeping system to generate the legal invoices distributed to most state agencies boards and commissions.

This position is in the Payroll and Compliance group of the Accounting unit. Staff interact collaboratively with staff in Human Resources and provide important services to AGO staff in areas of payroll compliance and reporting.

Duties and Essential Functions of a Fiscal Analyst 3:

This position is part of a team responsible for processing a variety of payroll transactions required for approximately 1800 agency employees. This group works closely within payroll and with partners in HR and in AGO divisions.

Some specific tasks:

Assist with agencywide financial processing time reporting and reconciliation. Review time reported on the monthly timesheet for employees who are on a leave of absence for a variety of reasons. Assists other specialists with reviewing eligible special leave approvals.

Reviews payroll data for negative leave reported identifies and facilitates corrections. Extracts reported leave without pay in the states payroll system (HRMS) during months with a holiday and corrects holiday compensation as appropriate.

Reconciles reported leave in HRMS and the agencys timekeeping system and facilitates corrections as needed. Verifies work week transitions for approved schedule changes identifying discrepancies between HRWeb and HRMS to process required substitutions for nonHRMS schedules.

Receives timekeeping information and works with employees to resolve payroll variances in time accounting.

Independently performs financial review and analysis of fiscal data in accordance with generally accepted accounting principles governmental auditing standards and state regulations.

Qualifications:

To qualify at the Fiscal Analyst 2 level with InTraining to Fiscal Analyst 3:

Bachelors degree which includes 18 quarter or 12 semester hours in accounting auditing or budgeting

AND

One year of relevant professional experience.

To qualify at the Fiscal Analyst 3 level:

Bachelors degree which includes 18 quarter or 12 semester hours in accounting auditing or budgeting

Twoyears of relevant professional experience.
