The Maryland FreestateChalleNGe Academy (FCA) is one of the original 10 state Challenge is a tuitionfree program which offers atrisk adolescents 16 to 18years old an opportunity to change their future for the better by providingthe skills education and selfdiscipline needed to become responsibleproductive citizens. The initial program consists of a 22week residentialphase. During this phase the cadets learn selfdiscipline leadership andresponsibility. Participants live and work in a controlled militaryenvironment encouraging teamwork and personal growth. A 12monthpostresidential phase focuses on helping enroll graduates into continuededucation technical school programs or entrylevel employment. During thepostresidential phase students are assisted by at least one trained mentorfrom the community for further development. Main Purpose of Job

The main purpose of this position is to monitor supervise anddirect cadets who are participants in the Maryland National Guard MilitaryYouth Corps Freestate ChalleNGe Academy. Maintain discipline in the corps andprovide practical guidance that will enable the cadets to complete the programand function effectively in society.

The Commandant is a management position that reports directly tothe Deputy Director of FCA. They will serve as the Commandant of cadets andcadre by providing and demonstrating leadership respect and integrity while ensuringa smooth operation of the FCA facility.

TheMaryland Military Department is seeking a candidate that will provideleadership supervision and motivation to not only cadets but staff as position will work closely with the Deputy Director andDirector to ensure that the program is adhering to the standardsthat have been set by the agency as well as providing a positive and invigoratingenvironment for the cadets to thrive and develop in.

POSITION DUTIES

Position Duties include but are not limited to:

Providing supervision to the Assistant Commandant.
Overseeing the development and training of all cadre staff.
Providing counselingto FCA cadets.
Assist cadetswith education requirements for graduation.
Providing effective communication with the Deputy DirectorDirector and FCA staff.
Investigate and report instances of cadet and cadre misconductin accordance to policies.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelors degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Masters degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules regulations policy procedures and processes or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a yearfor year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Desired or Preferred Qualifications

1. Two years of the following: Prior militaryexperience such as Military leadership Senior NonCommissioned OfficerNonCommissioned Officer Drill Instructor Tech Instructor or similar training.

2. Supervisory experience: providing supervisionto multiple employees.

3. Two years of experience providing supervisionto atrisk youth.

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operators license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Candidates for this position will be required to apply for acriminal background check as required by theFamily Law Article Section5561 Annotated Code of Maryland. The candidate will need to pass a Child Care Federal background check and National Sex registry check in order to access the military installation.

2. Employees in thisclassification are required to successfully complete training as indicated bythe National Challenge Program such as oneweek basis course for all ChallengeProgram staff and advanced courses on specific job responsibilities.

3. Employees in thisclassification are subject to substance abuse testing in accordance with theCode of Maryland Regulations 17.04.09 Testing for Illegal Use of .

4. This position also requiresa valid Maryland Motor Vehicle operators license class C with less than 5points in order to operate state vehicles.

5. Employees in thisclassification may be subject to callin 24 hours a day and therefore may berequired to provide the employing agency with a telephone number where they canbe reached.

6. The ability to pass apreemployment physical is a condition of employment. The selected candidatefor this position will be required to lead and perform daily physical trainingactivities; constant movement through marching and military drilling; and longperiods of time standing all of which may have to be performed in inclementweather conditions. All Freestate Challenge Academy employees participate in abiannual walk with the Cadets.

7. Employees in this classification will be trained in cardiopulmonary resuscitation and first aid leading to certification. These certifications must be kept current as a requirement of residential childcare licensure by the Department of Human Resources.

8. Employees promoted within the classification series may be required to operate large vans and buses to transport youth offsite. Employees assigned these duties will be required to obtain a Class C Maryland drivers license.
