    POSITION SUMMARY/CLASS DESCRIPTION

    POSITION SUMMARY:

    This is a performance level position responsible for inspection work on both developer and capital improvement projects. The Regulation Inspector II is expected to perform periodic and/or continuous field inspections to insure compliance of plans specification codes design manual standards/detail safety practices grading inspection under the building permit and soil erosion/sediment control compliance. The Regulation Inspector II may be assigned to work one or all of the following projects types: water sewer roads storm drains storm water management ponds structures buildings bridges parks and site development projects.

    CLASS DESCRIPTION:

    Performs senior technical level licensing inspections and regulations work under general supervision from an administrative or technical superior.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Include the following. Other related duties may be assigned.

    Works and cooperates with coworkers and supervisors at all levels.

    Learns and performs all essential functions accurately.

    The position is responsible for inspection work at the advanced level conducting periodic and continuous field inspections with written and verbal report documentation. Regularly attend staff meetings to give and receive feedback on regulation inspector performance and for construction progress reporting. The position reports directly to a Regulation Supervisor position.

    Other duties include: serving as an onsite inspector when directed; attend and/or chair preconstruction meetings; monitors and evaluates performance of project contractors and consultant inspectors; makes recommendations of changes to their supervisors relating to field changes; confers with project managers consultant engineers and supervisors about quality control and construction conflicts; and meets with developers and contractors to explain County standards. Issue noncompliance notice for faulty workmanship and as required and issue suspension of work when contractor violates life threatening safety conditions. Authorized to issue suspension of work for faulty workmanship after conferring with supervisors.

    Reviews project correspondence shop drawings for compliance and prepares background information and draft response for supervisors or inspectors signature. Reviews and comments on construction plans and specifications for constructability. Reviews field and laboratory testing reports for compliance of contract documents. Ensures that material certifications are current. Reviews for approval contractors requisitions for payment and proposals for change orders. May be required to collect material samples in the field for testing and if directed the inspector may be required to perform the field and laboratory material testing.

    Participates in periodic and final inspections and collects documentation for project closeout such as: Operation & Maintenance manuals project photos field books diaries Inspector Daily Reports (IDRs) sketch books adjustment to quantities lien releases and asbuilts.

    Periodically checks consultant inspector time sheets and record keeping procedures to ensure proper documentation of construction activities including approved redlined changes. Provides assistance and training to other inspectors as requested or assigned.

    Issues grading permits for road and building construction utility construction and capital projects; performs inspections for the installation and maintenance of sediment control practices; enforces requirements of local and state laws and regulations approved plans and design standards; conducts investigations related to grading drainage sediment control and stormwater management.

    Soil erosion and sediment code enforcement inspections and proceedings including issuance of civil citations injunctive relief; provides supporting data in legal proceedings and testifies at hearings. Reviews and inspects for soil management practices; reviews plans submitted and requires field adjustments to plans when necessary. Conducts inspection and investigation of alleged complaint violations.

    Other duties may be assigned.

    SUPERVISORY RESPONSIBILITIES:

    This job has no supervisory responsibilities.

    MINIMUM REQUIRED EDUCATION/EXPERIENCE


    High School Diploma or GED with six 6 years of related experience or an equivalent combination of experience and education.

    PREFERRED EDUCATION KNOWLEDGE SKILLS AND ABILITIES:

    NICET Level II

    Associates degree or an equivalent from a twoyear college or technical school; or six months to one year related experience and/or training; or equivalent combination of education and experience.

    The inspector filling the position shall be knowledgeable of the principles practices methods and materials use in construction work for water sewer roads storm drains storm water management ponds structures buildings bridges parks and site development projects. Must have the knowledge skill and ability to enforce the codes ordinances and regulations. Must have superior customer service skills.

    PHYSICAL DEMANDS AND WORK ENVIRONMENT:

    The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Specifically the inspector shall be able to perform inspections by climbing ladders climbing in manholes and entering confined spaces with proper equipment. The inspector must be able to traverse rough terrain on site development project and lift and carry approximately fifty 50 pound material samples.

    While performing the duties of this job the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; sit; use hands to finger handle or feel; reach with hands and arms; climb or balance; and stoop kneel crouch or crawl. The employee is occasionally required to taste or smell. The employee must regularly lift and/or move up to 10 pounds frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision distance vision color vision peripheral vision depth perception and ability to adjust focus.

    The work environment is typically outside all year round. The physical demands section describes other conditions for the work environment.     While performing the duties of this job the employee is regularly exposed to outside weather conditions extreme cold extreme heat and vibration. The employee is frequently exposed to wet and/or humid conditions and moving mechanical parts. The employee is occasionally exposed to high precarious places; fumes or airborne particles; toxic or caustic chemicals; risk of electrical shock; explosives; and risk of radiation. The noise level in the work environment is usually loud.

    LANGUAGE SKILLS MATHEMATICAL SKILLS AND REASONING ABILITY:

    Ability to read analyze and interpret general business periodicals professional journals technical procedures or governmental regulations.

    Ability to write reports business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers clients customers and the general public

    Ability to calculate figures and amounts such as discounts interest commissions proportions percentages area circumference and volume.

    Ability to apply concepts of basic algebra and geometry.

    Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

    Ability to interpret a variety of instructions furnished in written oral diagram or schedule form.

    CERTIFICATES LICENSES AND REGISTRATIONS

    Class C Maryland Drivers License or equivalent issued by state of residence.

    Water Resources Administration Certificate (Sediment Control Green Card).
