About Harris County Flood Control District:

The Flood Control District has the mission to reduce the risk of flooding in Harris County the third most populated county in the United States with a population in excess of 4.7 million including the City of Houston the nations fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county which consist of approximately 1500 channels totaling nearly 2500 miles in length as well as more than 60 regional stormwater detention basins totaling more than 10000 acres and several wetlands mitigation banks including Greens bayou.


What you will do atHarris County Flood Control District:

The Harris County Flood Control District is seeking exceptional qualified candidates for the role of Encroachment Program Coordinator.


The Encroachment Program Coordinator is responsible for coordinating the removal of encroachments on the Districts rightofway in order to effectively accomplish the Districts capital improvement and maintenance responsibilities.

Essential Duties and Responsibilities:
  • Coordinate with Harris County landowners on the removal of encroachments on District rightofway.
  • Research deeds and ownership history of parcels.
  • Provide initial evaluation of the encroachments and guide department staff on the removal.
  • Request and monitor the demolition of encroachments on District rightofway as applicable.
  • Coordinate with the Harris County Attorneys Office and various District departments on the removal of nonstandard encroachment removals.
  • Oversee contractors in support of the encroachment removal process.
  • Review and approve the department consultants invoices.
  • Review completeness of applications forms records and reports.
  • Update various internal reports collect and compile data and perform followup as necessary.
  • Perform other duties that may be added or changed as the course and scope of the job directs.

Requirements

Knowledge Skills and Abilities:
  • Ability to understand and interpret construction plans property deeds property surveys and related documents.
  • High level of confidentiality judgment personal responsibility and dependability.
  • Exhibit excellent communications skills and be willing to speak in public forums to deliver intended messages effectively.
  • Maintain a positive attitude and optimistic approach to solving problems or challenges presented by citizens or District Project
    Managers.
  • Must be able to conduct research using the Districts digital archive system.
  • Solid knowledge of modern office procedures (scanning filing and recordkeeping) computer operations and software
    applications (ArcMap GIS products Share Point and Adobe Acrobat).
  • Ability to manage a variety of concurrent responsibilities and activities efficiently.

Physical Demands and Environmental Exposure:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions:
  • Frequent standing and walking; prolonged sitting for extended periods of time.
  • Frequent sorting filing shelving and handling of documents books files file drawers and related materials and equipment are required for clerical operations.
  • Occasional stooping bending reaching lifting and carrying of items up to 15 pounds.
  • Occasional ascending/descending stairs.
  • Occasional driving of a vehicle with automatic controls.
  • Approximately 75 of duties are performed indoors in a normal office environment with acceptable lighting temperature air conditions and noise levels.
  • Approximately 25 of duties are performed outdoors with exposure to significant levels of heat cold moisture air pollution wind and dust.
  • When at field locations may be exposed to snakes wildlife wasps bees and other flying/walking insects aquatic bacteria viruses and other microorganisms petroleum products including oil gasoline grease diesel and other fuels and lubricants.
  • When at field locations may be exposed to vibration and/or noise in excess of 85 decibels.
