As theFish Program Assistant Budget Manager you will play a critical role in implementing budget strategies and overseeing the daytoday financial operations of the Fish Program.

In this leadership position you will supervise lead budget analysts for the Fish Program divisions ensuring effective budget management and financial oversight.

This is an opportunity to help shape the Fish Programs financial planning by developing and maintaining spending plans preventing overspending and maximizing the use of appropriated and nonappropriated funds.


What to Expect


Among the varied range of responsibilities held within this role the Fish Program Assistant Budget Manager will


  • Coordinate and maintain program policy underlying the distribution of central service and other program support costs.
  • Manage the Fish Programs division level control totals and ensure compliance of spending plans in reconciling to these control totals.
  • Assist in the development and coordination for timeline content and collaboration for budget packages for the fish program emphasis on ensuring crossprogram coordination occurs in a timely manner when applicable.
  • Provide technical assistance to fish program staff as needed to help them interpret Office of Financial Management (OFM) and Generally Accepted Accounting Principles (GAAP) rules and principles.
  • Improve and maintain coordination between the Fiscal Human Resources Contracts and Budget divisions to assure the agency reports accurate data in state financial systems.
  • Manage and lead the lead division level budget analysts including hiring performance management timely check ins coaching and training.
  • Work directly with the budget analysts to develop draft and present standard operating procedure to the budget manager to ensure budget management principals are consistent throughout the program.
  • Train and mentor budget staff on internal agency budget processes and internal and external financial systems including the use of Agency Financial Reporting System (AFRS) The Allotment System (TALS) Salary Projection System (SPS) Agency Budget System (ABS) Capital Budget System (CBS) Enterprise Reporting and Web Intelligence.
  • Coordinate and improve activity reporting by working with programs to assure master guides are maintained and the chart of accounts connect to the agency activity inventory.


WORKING CONDITIONS:


Work Setting including hazards:Working environment is a busy office setting.

Schedule:Typically Monday Friday 8:00 a.m. 5:00 p.m. may be required to work more than 40 hours per week or on weekends to meet deadlines during peak periods and/or to meet business needs. A flexible work schedule may be considered at the incumbents request subject to supervisory approval.

Travel Requirements:Some travel may be required throughout the State to attend trainings meetings and conferences.



Qualifications:


Required Qualifications:


Bachelors degree in accounting economics business or public administration statistics or closely related field.

AND

Three 3 years of progressively professional experience in budget development monitoring and administration.


Please Note:Professional equivalent experience may substitute year for year for the education requirement if this experience is in accounting budgeting finance or public administration.


And all the following:


Experience:

  • Analyzing complex budget and revenue issues.
  • Conducting administrative and operational studies.
  • Maintaining accurate records and files or meeting deadlines and determine priorities.
  • Manipulating data in Excel using pivot tables and VLookup creating charts and graphs.
  • Supervising and managing midlevel staff.


Knowledge of:

  • Principles and practices related to the development and administration of operating budgets.
  • Applicable laws and regulations.
  • Techniques and methods in interpreting reports and statistical data.
  • Basic functions of a state or local government.


Preferred Qualifications:


In addition to the required qualifications our ideal applicant will possess some or all the following:


  • Masters degree in accounting economics business or public administration statistics or a closely related field.
  • Five 5 years of progressively professional experience in budget development monitoring and administration within a state local or federal government.
  • Working knowledge of the statewide budgeting and accounting systems Agency Financial Reporting System (AFRS) The Allotment System (TALS) Salary Projection System (SPS) Agency Budget System (ABS) Capital Budget System (CBS) Enterprise Reporting and Web Intelligence (AdHoc).
  • Knowledge of WDFWs Contracts System and Contracts and Projects System (CAPS) Financial.
  • Supervision of two 2 or more staff for more than two 2 years.
