Job Description

RESPONSIBILITIES

IMPLEMENTING/EVALUATING

  • Develops action plans and manages work progress to accomplish departmental goals and objectives.
  • Assesses progress evaluates effectiveness and takes appropriate action (incorporating industry best practices) for continuous improvement.
  • Implements programs and initiatives with community organizations and learning institutions to increase pathways to employment and evaluates activities for partnership advancements.

COLLABORATING

  • Collaborates with internal and external colleagues and stakeholders to align workforce development objectives.
  • Develops and implements progressive partnership activities external to CTA that contribute to the overall goal of the organization and supports the advancement of the communities and institutions of learning CTA serves.
  • Collaborates with organizational and departmental stakeholders to achieve CTAs overall workforce partnership objectives.

PLANNING

  • Contributes to strategic planning in accomplishment of TWDs mission.
  • Translates departmental purposes and plans into Workforce Partnerships department goals and objectives.
  • Informs all planning efforts with needs assessment data gathering and adherence to appropriate best practices in the transit training and safety industries.

SUPERVISING

  • Hires trains develops monitors and evaluates performance of staff. Reviews and recommends personnel actions for approval.
  • Conducts annual performance reviews and coaching/feedback sessions administers discipline as necessary as well as facilitates their career development.
  • Monitors daily work of staff. Sets priorities splits up/delegates tasks among staff members to accomplish work roles and responsibilities that may arise due to vacant positions or other unpredictable circumstances to assure training delivery.
  • Coaches staff how to apply best practices in training to role model within each manager/coordinators area of responsibility.
  • Facilitates solutions to problems arising in the group to create a unified supportive team.
  • Assumes accountability for decisions made by staff.

RESOURCE MANAGING

  • Executes responsibilities and manages resources in alignment with TWD budget directives.
  • Performs related duties as assigned.

MANAGEMENT RESPONSIBILITIES

EDUCATION/EXPERIENCE REQUIREMENTS

  • Bachelors Degree in education social services social justice political policy or a related field or a combination of education and experience relating to this position. Masters degree and/or professional designation preferred.
  • 8 years training work force development social services or organizational development experience including managing and directing the work of staff performing a variety of training workforce development or social services functions.

PHYSICAL REQUIREMENTS

  • Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.
  • Service Area Requirement: Exempt (NonUnion) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.

KNOWLEDGE SKILLS AND ABILITIES

  • Demonstrated knowledge and skills in the areas of curriculum development training facilitation and business acumen.
  • Working knowledge of various educational and training approaches methods media and technologies.
  • Strong project management skills and ability to execute initiatives from start to finish.
  • Experience must demonstrate ability to develop and maintain productive community partnerships.
  • Strong command of MS Office and learning management systems.
  • Demonstrated ability to formulate and drive a highprofile and companywide program.
  • Excellent written and oral communication skills including presentation experience to and diverse audiences.
  • Experience in a unionized environment.
  • Experience in building an effective team to meet organizational goalsincluding managing an effective training group in a high growth organization.
  • Experience must demonstrate leadership strategic thinking collaboration project management problem solving and change management.

WORKING CONDITIONS

  • General office environment.
  • When traveling to various field locations subject to normal garage and shop working conditions such as noise dust grease moving vehicles etc. and exposure to prevailing weather conditions.
  • This position is considered a CList position under the Revolving Door prohibition within the State Officials and Employees Act 5 ILCS 430/545 which contains a number of postemployment restrictions CTA employees in Clist designated positions must follow. Among other requirements listed in this statute CTA employees in Clist designated positions are required to follow State notification procedures to the Office of the Executive Inspector General prior to acceptance of any applicable nonState employment or may be fined significant penalties.

POSITION SUMMARY

Supports and operationalizes the mission of Training and Workforce Development (TWD) through designing and implementing workforce readiness learning systems through CTA community partnership and employment pathways. Accountable for developing Workforce Partnerships organizational goals implementing action steps and achieving resultswhile ensuring alignment with TWD and CTA objectives. Supervises and develops a team of learning outreach and social servicefocused professionals.
