THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

ABOUT THE ALAMEDA COUNTY SHERIFFS OFFICE

The Alameda County Sheriffs Office is a fullservice law enforcement agency accredited through the Commission on Accreditation for Law Enforcement Agencies (CALEA) for its law enforcement services its Regional Training Center and its Dispatch Unit; the American Society of Crime Laboratory Directors Laboratory Accreditation Board for its Crime Lab; the Squad Commanders Advisory Board for its Explosive Ordinance Unit. Additionally the agencys health care provider Wellpath has experience working with the National Commission on Correctional Health Care (NCCHC).

The Sheriffs Office has a current budget of approximately $600 million and has over 1700 authorized positions including in excess of 1000 sworn personnel. The agencys Chief Executive Officer is Sheriff / Coroner Yesenia L. Sanchez who is assisted in the operation of the agency by Undersheriff April LuckettFahimi Assistant Sheriffs Emmanuel Christy and Daniel McNaughton.

THE POSITION

The Sheriffs Program/Financial Specialist positions are located in the Management Services Division of the Sheriffs Department and report directly to the Sheriffs executive management team. These positions independently perform sophisticated research and operational policy analysis designed to maximize resources and operational effectiveness. Under direction the Sheriffs Program/Financial Specialist provides professional financial and administrative services to the divisions to which assigned; develops implements and manages contract services; acts as County facilitator with contractors other County departments and governmental agencies; recommends and assist with the implementation of program policy and procedure modifications; plan design and conduct operational policy and programmatic studies; and do related work as required.

MINIMUM QUALIFICATIONS

Either I

Experience:

The equivalent of three years of fulltime experience in the class of Administrative Specialist I/II Financial Services Specialist I/II or equivalent or higher level in the Alameda County classified service (nonclassified includes District Attorneys Office Hospital Authority and the Consolidated Courts).

Or II

Education:

Equivalent to graduation from an accredited fouryear college or university 180 quarter units or 120 semester units) with major course work in business or public administration or a field related to finance accounting budget grants contracts.

(Additional experience as outlined below may be substituted for the education on a year for year basis.

AND

Experience:

The equivalent of three years of fulltime professional level experience in independently providing complex financial planning or analysis contract negotiation and administration and/or budget development and processing at a level equivalent to or higher than the County class of Financial Services Specialist II.

Licenses:

Specified positions may require possession of a valid California drivers license. Specified positions may also require licensure or certification in the programmatic area to which assigned.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

Principles practices funding sources and administrative requirements in the program/operation area to which assigned.
Principles and practices of program/operation planning and evaluation.
Practices and techniques of administrative and financial analysis and report preparation.
Computer applications related to the work.
Office administrative practices and procedures including records management and the operation of standard office equipment.
Applicable federal state and local laws rules and regulations.
Budgetary contract and grant administration and financial record keeping and reporting practices.
Basic principles and practices of contract and grant administration.
Oral and written communication.

Ability to:

Plan and conduct complex financial revenue and strategic planning analyses.
Identify administrative financial and operational problems investigate and evaluate alternatives and implement effective solutions.
Provide sound technical advice on financial and administrative matters to the program/operation and/or unit to which assigned.
Interpret explain and apply complex regulations policies and procedures.
Prepare clear accurate and effective reports correspondence policies informational brochures and other written materials.
Represent the department and the County in meetings with others and make effective presentations to diverse groups.
Organize and prioritize work and meet critical deadlines.
Maintain accurate records and files.
Exercise sound independent judgment within established policies and guidelines.
Establish and maintain effective working relationships with those contacted in the course of the work.
Develop and prepare innovative marketing strategies.
