INTRODUCTION
The Associate Vice President/Deputy Chief Information Officer (CIO) reports to and serves as the full deputy to the Vice President (VP) for Information Technology (IT) and Chief Information Officer (CIO). This position is responsible for facilitating the University of Hawaii (UH) information technology (IT) systems services and support for UHs statewide missions of education research service and economic development as well as effective administration of the institution.
Provides leadership and coordination with Information Technology Services (ITS) senior management to ensure coordination and alignment of services among ITS units and with external organizations.
Oversees complex aspects of integrated information technology planning security services and operations.
Assumes administrative and management responsibilities of the Vice President for Information Technology and Chief Information Officer in the event of the Vice Presidents absence.
Collaborates with information technology leaders executives and others throughout the UH system to develop institutional plans enhance security improve operations promote efficiencies lead special projects and institute policies and procedures to improve the effectiveness of UHs use of IT to advance institutional agendas.
Represents the University externally in state regional national and international activities initiatives and organizations relating to information and communications technologies.
Performs other duties as assigned.
MINIMUM QUALIFICATIONS
Masters degree in a field related to information technology or in another field with work experience that demonstrates expertise in information technology or equivalent work experience.
Ten 10 or more years of progressively responsible broadbased experience with the planning organization implementation leadership management and support of comprehensive information technology services in a diverse and centralized/decentralized enterprise operating environment.
Knowledge of the broad application of information and communications technologies in higher education to advance education research administration and service.
Knowledge of the principles and practices of managing information technology as an institutional resource and capability.
Extensive indepth knowledge of multiple information technology areas including but not limited to: information security software engineering enterprise information systems distributed learning technologies converged communication systems and services cloud computing data centers and infrastructure services user support services and cyberinfrastructure for research.
Demonstrated ability to lead a complex operating unit with 24x7 operational requirements lead highlevel managers manage complex work priorities and projects and manage employee relations.
Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
Strong interpersonal communication and leadership skills.
Ph.D in computer science or related field.
Experience in higher education information technology.
Higher education teaching experience.
Management experience in a multicampus system of higher education.
Success in attracting extramural and external funding.
Extensive knowledge of one or more of the following information technology areas: information security software engineering enterprise information systems in higher education distributed learning technologies converged communication systems and services cloud computing data centers and infrastructure services user support services cyberinfrastructure for research carrierclass transmission networks international research network architecture and practical and architectural knowledge of artificial intelligence principles in higher education.
