Position Overview
The Division of Family & Community Services is seeking to hire an energetic and detailoriented manager tosupervise staff in the Elgin Family and Community Resource Center. The position supervises and administersthe activities of professional and technical staff providing the full range of social and welfare casework servicesto applicants or recipients of public assistance. The Division helps Illinois residents by connecting them withmany programs and services. Through our programs services and prevention efforts the Division improves thehealth a nd wellbeing of individuals and promotes selfsufficiency and integrity of families of Illinois.
Essential Functions
Serves as a Casework Manager for the Division of Family and Community Services (FCS).
Serves as a working supervisor.
Provides training and technical assistance to assigned staff.
Reviews and evaluates reports of casework activities.
Translates functions/procedures into Spanish for individuals who cannot speak or read Englishin contacts with the general public advocacy groups customers and community organizations.
Establishes and maintains effective public relations with employers and community partners inthe local area served.
Implements and interprets new initiatives related to welfare policy.
Performs other duties as assigned or required which are reasonably within the scope of dutiesenumerated above.
Minimum Qualifications
Requires knowledge skill and mental development equivalent to completion of four 4 years college withcourses in social science or business.
Requires two 2 years professional supervisory experience in a public welfare agency; OR three 3 yearsprofessional experience in welfare teaching public health or other public services; OR completion ofan agencysponsored management internship program.
Requires ability to speak read and write Spanish at a colloquial level.
Preferred Qualifications
Three 3 years of professional experience utilizing policies procedures and goals of public assistanceprograms and welfare reform.
Three 3 years of professional supervisory experience assigning work providing guidance tosubordinates recommending counseling and/or discipline following collective bargaining agreementstraining staff and approving time off.
Three 3 years of professional experience utilizing social casework methods techniques and principlesincluding reviewing and evaluating casework activities.
Three 3 years of professional experience working with policies procedures and related federal acts fora public or private organization.
Three 3 years of professional experience in a public assistance eligibility system such as IntegratedEligibility Systems (IES).
Two 2 years of professional experience establishing and maintaining effective public relations withemployers and other interested parties in the local area served.
Conditions of Employment
Basic proficiency in Microsoft Office Suite including Word and Excel.
Requires the ability to travel.
