Job Description

Description of Work

The Agency HR Consultant III (EEO Consultant/Investigator)position is with the Employee Relations (ER)/ Equal Employment Opportunity (EEO) Section in the Central Human Resources Office of the North Carolina Department of Adult Corrections.

The primary purpose of the DAC EEO section is to uphold and support the DACs commitment to ensure equal employment opportunity to all employees and applicants for employment and prohibit discrimination harassment or retaliation based on race religion color national origin ethnicity sex pregnancy gender identity or expression sexual orientation age 40 or older) political affiliation National Guard or veteran status genetic information or disability. The EEO program covers all Human Resources policies and practices such as hiring promotion training performance evaluation work assignments reasonable accommodation grievances compensation promotion discipline dismissal and reduction inforce.
The EEO Consultant/Investigator III performs analytical and consultative work in the interpretation application and communication of Title VII of the Civil Rights Act of 1964 as amended; the Age Discrimination in Employment Act; Title I of the Americans with Disabilities Act the Pregnancy Discrimination Act of 1978; The Genetic Information NonDiscrimination Act of 2009; G.S. 12616; State and Federal laws policies procedures and guidelines related to equal employment opportunity.

Responsibilities include but are not limited to:


  • Conduct EEO investigations of complaints of discrimination harassment or retaliation which involves identifying and examining relevant documentation and interviewing witnesses or others who may have relevant information drafting investigation summary reports outlining findings of fact and making determinations based on findings and notifies management of investigations
  • Prepares a logistics plan for interviews and onsite visits to include time location and special needs etc. and gathers background information
  • Interviews witnesses establishes a chronology of events; analyzes statues personnel policies and procedures executive orders and EEO practices
  • Perform evidencebased research via LEXIS NEXIS and EEOC website
  • Drafts final determination letters for internal complaints
  • Consultation with employees and all levels of supervision and management on matters relating primarily to EEO
  • Assist EEO Manager with the collection and analysis of data needed to develop the DAC annual EEO plan as well as other reporting on EEO programming
  • Provide education training and outreach on EEOrelated topics (including EEO policy and law) as well as other diversity equity and inclusion programming to employees and all levels of supervision and management. Assist the EEO Manager in ensuring that materials which communicate the agencys commitment to providing equal employment opportunity are current and made available throughout the department
  • Additional duties assigned by management


This position is eligible for aflexible/hybrid telework schedule under the State of NC Telework Program.

This is a fulltime position 40 hours per week) withState Benefits.

The Knowledge Skills and Abilities listed below along with the Minimum Education and Experience requirements are REQUIRED to qualify for this position.   • Thorough knowledge and experience interpreting applying and communicating State and federal employment policies laws rules and regulations as well as related procedures
  • Experience with HR consultation with employees and all levels of management on HR policy and procedures complaints and grievances especially those related to EEO
  • Experience with conducting workplace investigations involving allegations of illegal discrimination harassment and/or retaliation
  • Experience using Office 365 such as MS Word Excel Outlook PowerPoint TEAMS etc.


Management Preferences:
  • Experience in conducting Mediation and/or completion of OSHR Mediation Training (or other approved mediation training) used in addressing employee grievances and complaints
  • Experience developing and conducting training
  • Experience working in a fastpaced time sensitive environment

Minimum Education and Experience Requirements

Bachelors degree typically in Human Resources or related field from an appropriately accredited institution and 4 years of experience required
(OR)
High school or General Educational Development (GED) diploma and 6 years of progressive experience in Human Resources (OR) an equivalent combination or education and experience
