Job Description

Job Summary:

The Project Manager will lead public works projects for state facilities managing planning design construction and contract administration. Responsibilities include coordinating with clients overseeing budgets ensuring project milestones and resolving construction issues. The role emphasizes collaboration cost control and process improvement.

Key Responsibilities:

  • Oversee planning design construction and closeout of public works projects for state facilities.
  • Act as a liaison between clients design teams and contractors to ensure project success.
  • Develop budgets track costs and manage project timelines to meet objectives.
  • Review and approve bid documents manage construction contracts and handle change orders.
  • Provide expertise in cost estimating scheduling and construction methods to clients and teams.
  • Address project milestones resolve construction challenges and manage punch lists and warranty claims.
Required Qualifications:

  • Bachelors degree involving major study in architecture engineering construction management or closely allied field.
  • Four 4 years of experience in construction and project management of small to large capital construction projects reviewing professional cost estimates schedules coordination of design method of project delivery bidding procedures construction administration and closeout of all projects. NOTE: Additional qualifying experience may substitute the education requirement yearforyear.
  • Ability to develop a working knowledge and understanding of the DES Public Works policies supporting the of all projects.

    Preferred Qualifications:
  • Registered Architect OR Professional Engineer license in the state of Washington.
  • Knowledge in:
  1. Theory principals and practices of architectural design with emphasis on planning and design of public buildings and facilities.
  2. Design service costs construction costs government capital budget procedures estimating building construction costs.
  3. Statutes pertaining to State public works. Bidding and Proposals Department
  4. Program area to carry out assignments function independently and require only general direction from the supervisor. Assignments are carried out using policies and program objectives and work is planned and organized based on program priorities and deadlines.
  5. Principles practices and methods of resource management; the application of emerging technologies to existing methods and of techniques of testing data gathering base research and field investigations; applicable state federal and local regulations and policies; multimedia principles and practices. o Building materials and construction methods and construction contract administration.
  6. Design service costs construction costs government capital budget procedures and estimating building construction costs. o Ability to provide technical direction to professional staff for complex or controversial studies or projects; design and develop guidelines for enforcement activities field studies and siting surveys; provide final review for technical reports and conclusions reached by professional staff/ work effectively with other government officials and other clientele groups on complex or controversial issues or problems.
