Job Description

Advanced Decision Vectors LLC (ADV) established in 2009 provides superior program management program support strategic planning and systems engineering to the Federal and Commercial sectors. Located in Alexandria Virginia ADV is a Small Disadvantaged Business (SDB) contractor that has roots established in the Department of Defense and support agencies. We are seeking Personnel Security Specialists to support United States Air Force (USAF) Delta 4 Security Support. This effort provides Sensitive Compartmented Information (SCI) security management support to Delta 4 which operates and maintains Overhead Persistent Infrared satellite constellations and GroundBased Radar systems for strategic and theater missile warning missions.

This role is located at Schriever AFB Colorado. Delta 4 (headquartered at Buckley Space Force Base) maintains additional operations across multiple locations nationwide and internationally. This position requires onsite presence Monday through Friday during core business hours and an active Top Secret security clearance with SCI eligibility.

Responsibilities include supporting the Senior Intelligence Officer (SIO) in managing SCI security programs providing security services to military civilian and contractor personnel overseeing Foreign Mission Partner processes and maintaining current and future Sensitive Compartmented Information Facility (SCIF) accreditations at Buckley SFB the 2nd Space Warning Squadron at Schriever SFB Office of Special Investigations Detachment 801 and associated tenant organizations.

Responsibilities:

  • Provide security office services ensuring personnel assigned to SCI billets meet and maintain all security clearance requirements.
  • Assist the SIO with formulating and implementing goals plans policies and procedures related to the development and operation of wingwide SCI protection functions and activities.
  • Prepare detailed written reports of findings on security and classified material incidents for submission to HQ AFSPC SSO Information Assurance Manager and the DIA
  • Review new or proposed legislation and DoD Intelligence Community and Air Force guidance. Draft revisions and independently provide recommendations based on risk management experience.
  • Deliver guidance training and recommendations to subordinate squadronlevel organizations within the Restricted Areas.
  • Develop maintain and conduct continuous SCI security education training and awareness programs; organize approximately 20 training events annually delivered quarterly ensuring compliance with EO 13526.
  • Perform Staff Assistance Visits upon request and annual selfinspections on SCIFs; prepare reports detailing findings and recommend corrective actions to the SIO.
  • Support the Del 4 Foreign Mission Partner (FMP) program providing guidance on security clearances and extended visit authorizations. Interpret IC DoD and AF classification guidance and foreign disclosure decisions to ensure FMP access is appropriately managed.
  • Manage security requirements for approximately 1400 SCI billets ensuring assigned personnel meet and maintain clearance standards.
  • Ensure personnel and supporting contractors/civilians adhere to security clearance requirements providing escort support and accountability for issued badges daily.
  • Assist the SSO in vetting SCIF access; prioritize Distinguished Visitor clearances requested by the Protocol Office ensuring all tours are cleared without discrepancies.
  • Create and maintain necessary documentation for facility badge access.
  • Assist in personnel visitors and visit requests in databases used by the Intelligence Community to record eligibility and access to SCI and other caveated programs such as Defense Intelligence Information System (DISS) Scattered Castles and Air Force Space Command.

Required Clearance:

  • Active TopSecret clearance with SCI eligibility.
  • Eligibility for or willingness to undergo a Counterintelligence Polygraph

Education and Experience:

  • Bachelors degree (preferred) or equivalent professional experience in security management intelligence or related fields.
  • Minimum of 35 years experience managing or supporting SCI personnel security programs Special Security Offices or working within a SCIF environment.

Specialized Knowledge and Skills:

  • Competence in security principles relevant to SCI program requirements.
  • Familiarity with security incident handling investigations and reporting protocols.
  • Ability to independently implement and enforce stringent security measures and procedures.
  • Excellent written and verbal communication skills for detailed reporting and briefing senior leadership.
  • Strong organizational and administrative capabilities.
  • Capacity to collaborate effectively with military personnel civilian contractors and external government entities.

Desired Certifications:

  • Security Fundamentals Professional Certification
  • Special Program Security Certification
  • Security (desirable especially related to AIS and cybersecurity tasks)
  • Any relevant DIA or DCSA security training certifications.

The annual salary range for this position is $85000$135000 which aligns with the salary band for this job classification. Compensation decisions are based on various factors including but not limited to skill set experience training security clearances licensure certifications and other business and organizational needs.
