Job Description

  • Researches purchasing statues to develop policies and procedures to coordinate County purchases. Establishes standards and/or priorities for Purchasing Board approval and ensures established standards are met.
  • Develops and administers a departmental budget to be approved by the Purchasing Board and Commissioners Court.
  • Contract administration and quality assurance of all County contracts. (The Purchasing Agent reviews and executes contracts under $50K. Develops reviews evaluates and supervises competitive bid process and prepares all reports as required.
  • Administration and supervision of formal and informal purchases. Communicates with department heads and employees to determine purchasing need and assist in securing needed supplies. Meets with vendors to insure an available supply of materials.
  • Supervises the annual inventory/sale/redistribution of county property.
  • Coordinates the daily operation of department. Supervises Purchasing Department staff. Maintains training of staff to ensure currency in accepted procedures. Approves the selection of new employees employee transfers/promotions disciplining/discharging and salary increases.
  • Signs for and is held financially accountable for equipment issues; recommends equipment expenditures.
  • Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.

MINIMUM JOB REQUIREMENTS:

  • Bachelors Degree in Business Administration.
  • 10 years governmental/public experience with 2 years in a supervisory management capacity.
  • Strong verbal and written communication interpersonal management and organizational skills and the ability to interact effectively with the public other employees and elected officials.
  • Knowledgeable of vendors pricing sources purchasing techniques policies and procedure and statues regulating purchasing.

STARTING SALARY: Commensurate with qualifications
