Job Title:Director of Education Juvenile Rehabilitation (WMS03 Olympia
Location: Olympia WA / Hybrid / This position reports to HQ but will travel to institutions on varying days.

Salary: $110832 $138540 Annually

The Education Director develops and manages educational strategies programs and outcomes for the Juvenile Rehabilitation Division across the agency statewide. The position will manage direct and monitor educators families students and community partners in creating and sustaining a highquality learning environment to increase the opportunity for achievement and life success for all children and youth as well as oversee programs that provide education and support to children and families. This position provides review and approval on behalf of the agency to ensure we follow legal requirements and best practices in these programs. They will ensure that school attendance is documented carefully that we are advocating with school districts for individualized education plans and adhering with state and federal laws pertaining to both.

This position is responsible for providing leadership in the development of strategic vision for education reform that encompasses the entire continuum for care for Juvenile Rehabilitation. As the expert consultant you will provide direction to statewide and regional management program managers supervisors and staff on emergency trends and issues in education practice. This role will oversee a team of managers and program staff in the implementation of MultiTiered Systems of Support and K12 compliance throughout Juvenile Rehabilitation statewide.

More about this Opportunity:
This position will serve as the agency lead on the statewide Institutional Education Oversight Team working collaboratively with DCYF staff the Office of Superintendent of Public Instruction other state agencies and community organizations to develop a comprehensive service array that meets the unique educational needs of children and youth learning in and exiting from Juvenile Rehabilitation facilities and parole aftercare. Additionally this role will provide expert level consultation and guidance to statewide and regional management program managers supervisors and staff on emerging trends and issues in educational practice and policy development.

Additionally this position is a key member of the Juvenile Rehabilitation extended leadership team and serves as a key advisor to the Assistant Director of JR agency leadership and stakeholders related to educational programs needs and requirements for incarcerated youth. As the Education Director for JR this position contributes to creating a positive environment that promotes learning opportunities and continuous enhancements to the programs and systems that serve children youth and families including addressing race equity and social justice.

Some of what you will get to do:
  • Has delegated authority to make decisions and implement successful educational programs and opportunities for incarcerated youth. These decisions include the authority to develop and implement local policies and operating procedures for both program and organizational needs.
  • Administers the framework necessary to make educational programs and opportunities available; develops and creates policies and plans designs recommends and implements education strategies on behalf of the division and agency.
  • Assess educational programs and needs of the youth and formulates a global strategy to promote and expand opportunities; evaluates existing programs.
  • Ensures all programs standards are met and both develop and recommend new programs policies procedures processes and plans to achieve current objectives and longterm strategic goals.
  • Provides technical/advanced level expert assistance to internal and external executives managers and staff in the design development and implementation of complex comprehensive educational programs and strategies.
  • Ensures consistent statewide/division wide application in the development and implementation of facility/office/local level education program plans.
  • Develops and administers compliance programs; provide continuous analysis interpretation resolution and implementation of programs.
  • Provides extensive leadership in the strategic planning for statewide educational programs initiatives and activities for Juvenile Rehabilitation.
Required Qualification:
  • Masters degree in social work human services education behavioral sciences organizational development public administration or an allied field AND Four 4 years of progressively responsible experience in postsecondary education and workforce development to include expertise in designing and implementing programs that support students successful transition to postsecondary education including access to financial aid career counseling and support services.
OR
  • Bachelors degree in social work human services education behavioral sciences organizational development public administration or an allied field AND Six 6 years of progressively responsible experience in postsecondary education and workforce development to include expertise in designing and implementing programs that support students successful transition to postsecondary education including access to financial aid career counseling and support services.
OR
  • Eight 8 years of experience in postsecondary education and workforce development to include expertise in designing and implementing programs that support students successful transition to postsecondary education including access to financial aid career counseling and support services.
Required competencies and knowledge of:
  • Principles of educational requirements and program needs for children/youth.
  • Application of State and Federal law agency policies and regulations concerning educational requirements and needs of children/youth.
  • Cultivates a shared strategic vision; describes an inspiring longterm vision with deep meaning for the organization and team.
  • Knowledge of the current labor market trends and the skills required for success in the workforce.
  • Ability to successfully lead crossagency initiatives that prioritize social justice equity diversity and inclusion.
  • Indepth knowledge of education in secure facilities and juvenile or adult justice systems including program delivery system structure and outcomes.
  • Experience providing expertlevel guidance and consultation on relevant state and federal legislation.
In addition to those required qualifications our ideal applicant will also have some or all of the following knowledge of:
  • Training or education in juvenile justice education from an accredited college.
  • Comprehensive knowledge and experience of education of incarcerated adults and youth neglected delinquent and atrisk youth socialemotional needs federal supplemental services for incarcerated youth data collection management and reporting and organizations providing services or studies in crossoveryouth (youth who have benefitted from both social services and juvenile justice systems)
