Job Description

Responsibilities

We are actively seeking to identify personnel to join our team of talented professionals who possess the experience vision commitment and integrity to successfully support the strategic goals of DHS S&T.

DHS S&T was established by Congress to provide innovative scientific and technical solutions to the nations homeland security challenges. S&T executes Research Development Test and Evaluation (RDT&E) to transition solution approaches technologies and knowledge products in support of DHS Component customers including U.S. Coast Guard (USCG) the Transportation Security Administration (TSA) Customs and Border Protection (CBP) the U.S. Secret Service the Federal Emergency Management Agency (FEMA) Immigration and Customs Enforcement (ICE) the Cybersecurity and Infrastructure Security Agency (CISA) Federal State Local Tribal and Territorial (FSLTT) first responders and the larger Homeland Security Enterprise (HSE).

Noblis is seeking Treaty and Regulatory Compliance Analysts at multiple levels to support U.S. government cuttingedge science and technology research and development. Our Analysts assist Federal Program Managers and researchers in complying with applicable treaty regulatory and policy frameworks and support our client in representing the agencys interests in interagency and international technology policy discussions. Staff are responsible for facilitating departmentwide compliance with applicable arms control agreements with a particular focus on the Biological Weapons Convention (BWC) and the Chemical Weapons Convention (CWC).

Responsibilities

  • Review and assess all relevant agencysponsored research and development activities for Treaty and Regulatory compliance and perception issues
  • Coordinate logistics for seniorlevel meetings and briefings related to arms control compliance
  • Advocate for the Departments equities within the U.S. interagency on a variety of biological science and nonproliferation policy issues
  • Serve as treaty compliance subjectmatter expert for other Compliance Assurance Team colleagues
  • Manage multiple compliance portfolios and related information on all agencysponsored biological chemical and animal care research activities

Required Qualifications

Required Qualifications

  • Must possess and maintain a U.S. government security clearance
  • US Citizenship and the ability to obtain a US government clearance
  • Strong familiarity with the life sciences (through coursework or past work experience)
  • Extensive experience writing for both technical and nontechnical audiences
  • Strong oral communication skills
  • Ability to work independently

Junior level

  • Bachelors degree plus 1 year of relevant experience
  • Compensation: $52600 $99450

Mid Junior

  • Bachelors degree plus 5 years of relevant experience OR
  • Masters degree plus 3 years of relevant experience
  • Compensation: $63600 $99450

Mid level

  • Bachelors degree plus 10 years of relevant experience OR
  • Masters degree plus 5 years of relevant experience
  • Compensation: $

Senior level

  • Bachelors degree plus 15 years of relevant experience OR
  • Masters degree plus 10 years of relevant experience
  • Compensation: $112700 $176150

Desired Qualifications

  • Specific knowledge of or experience with the BWC / CWC
  • Degree in Life Sciences Biosafety Biodefense Nonproliferation or related subject area
  • Direct experience working with or supporting government clients at the federal state and/or local levels
  • Experience working within the U.S. government interagency
  • Experience engaging with senior government or private sector leadership
  • Familiarity with homeland security mission areas and the roles of science and technology in building capabilities to support these areas

Compensation at Noblis is determined by various factors including but not limited to the combination of education certifications knowledge skills competencies and experience internal and external equity location clearance level as well as contractspecific affordability organizational requirements and applicable employment laws. The projected compensation range for this positionis based on full time status. For part time or oncall staff compensation is proportionately adjusted based on hours worked. While monetary compensation is important its just one component of Noblis total compensation package.
