Job Description

*Job Overview:

The Philadelphia Department of Public Health (PDPH) through its Public Health Preparedness Program
(PHP) located within the Division of Disease Control is the lead administrative and planning agency for
public health emergency preparedness and response in the City of Philadelphia. PHP is responsible for
establishing local public health preparedness priorities developing and testing response plans
coordinating with local state and federal partners and managing the public health response to real
events.

The position will conduct outreach activities and plan and execute trainings directly with the public and
communitybased organizations. This position is also responsible for building and maintaining relationships
with partner agencies and other stakeholders and tracking progress. This position will involve field work
with inperson support at community events health fairs and outreach response activities. This position
will work closely with the Community Engagement and Outreach Manager and other staff to ensure that
the program is prepared to respond to public health emergencies.

This position is Monday through Friday 8:30 a.m. to 5:00 p.m. with occasional work after hours and on
weekends as well as regular field work to support Program activities. This is a grantfunded position;
continuation of the position is contingent upon sustained funding. All City and Cityembedded employees
should expect to work in the office or in the field fulltime as of July 15th 2024.

This job may require moderate physical effort including lifting materials and equipment of less
than 50 pounds and involves viewing a CRT or VDT screen 50 to 75 percent of the time. The position
requires responding to public health emergencies on short notice deployments to field sites and some
afterhours activities to achieve Program objectives.

This position reports directly to the Community Engagement and Outreach Manager.

*Responsibilities:

  • Participate in outreach unit field work including doortodoor canvassing community tabling
    events and communitybased trainings and presentations.
    Become proficient in public health preparedness guidance and be able to communicate key
    messaging to residents including information about essential resources and services and health
    education topics primarily on Highly Pathogenic Avian Influenza (HPAI/H5N1 and other
    respiratory disease threats.
    Develop publicfacing educational materials on key preparedness topic areas with a focus on
    respiratory disease outbreaks and pandemic preparedness as well as emerging and ongoing
    public health threats affecting the people of Philadelphia.
    Identify and conduct outreach to partners who serve highrisk communities and settings.
    Develop and maintain partnerships with communitybased partners occupational settings
    faithbased organizations service provider agencies and other stakeholders and trusted
    messengers to ensure effective twoway communication with a variety of audiences based on
    stakeholder information needs concerns and questions.
    Prioritize settings and groups at high risk of HPAI and other respiratory disease
    infection or severity.
  • Collect input from partners and liaise with stakeholders to ensure the information needs of the
    whole community are being met.
    Track engagement activities using the Program database.
    Contribute to management of outreach inventory including identifying event supplies.
    Coordinate with the Communications unit to provide feedback on messaging and to disseminate
    educational materials and messaging throughout the community.
    Identify effective channels of communication for reaching target audiences including
    identification of creative nondigital methods to promote important preparedness and
    emergency response information to atrisk or socially isolated populations.
    Participate in Public Health Preparedness program activities including trainings exercises and
    real public health response activities.
    Other duties as assigned.

*Skills:

  • Bachelors degree in public health or related field preferred but not required. Previous
    experience in communitybased outreach and engagement health education and/or
    partnership building preferred with experience engaging with community members of diverse
    backgrounds.
    Fluency in languages other than English is desirable.
    Desktop publishing or graphic design skills are a plus.
    Working knowledge of Microsoft Office applications.
    Strong written and verbal communication skills good common sense and judgement.
    Detailoriented with excellent organizational skills.
    Ability to communicate effectively and work with various teams.
    Flexibility professionalism and the ability to manage multiple projects simultaneously are highly
    valued attributes.
    A valid drivers license is required

*Experience:

  • Previous experience in communitybased outreach and engagement health education and/or
    partnership building preferred with experience engaging with community members of diverse
    backgrounds.

  • Bachelors degree in public health or related field preferred but not required.
