Job Description

Classification Title:

Financial Analyst III

Job Description:
  • Ensures NOAs are issued and allocated appropriately: ensuring proper posting ofGrant awards and exception approval. Coordinates transmittal of checksensuring current accounts are credited and NOAs are issued and allocates fundsfrom checks to appropriate projects for Early Steps and the pediatric newborn
    hearing program as required.
  • Following the Department of Health Contract Department of Education and UFpolicies develops detailed annual fiscal plans of revenue and expense based oninput historical trends forecasts and projections. Coordinates financial plansand resolves issues with various audiences to gain acceptance and approval
    including UF Contracts and Grants UF/UFJPI management the Department ofHealth and the Department of Education. Recommends changes andenhancements to the budget and accounting systems when warranted. Entersbudget proposals sets up accounts pays contractrelated bills and assists with
    the divisions purchasing needs ensuring compliance.
  • Ensures each programs contracts and grants are properly expensed and incollaboration with the PI division administrators and finance team ensures theyare closed in a timely manner. Provides variance explanations forecasts andrecommendations to senior leadership on an ongoing basis.
  • Oversees and/or directs employee management activities within Early Stepsfiscal and administrative staff including interviewing hiring training counseling3/11/25and disciplinary actions. Routinely conducts staff meetings to discuss operationsstaff issues and customer satisfaction: reviews new policies and procedures andshares general information.
  • Assists PI and Division Administrators in short and longrange planning policyinterpretation regarding fiscal matters and monitoring of actions taken bygovernment agencies. Creates designs and implements processes andprocedures related to fiscal management and budget development. Maintainsand oversees systems for tracking financial reporting requirements. Documentseach divisions financial process and procedures in standard operatingprocedures and recommends enhancements.
  • Prepares and submits/distributes reports required for contract invoices effortreporting and other statements on a monthly quarterly and yearly basis asrequired by the DOH/CMS/Early Steps Contract and UF Policies and Procedures.
  • Oversees vendor contracts and reimbursement for over 30 contracted provideragencies including 80 providers.
  • Participates in various organizations and statewide meetings and committees asneeded regarding Early Steps Pediatric Newborn Hearing and fiscal operations.
Expected Salary:

$61000 to $71000 annually depending on education and experience.

Minimum Requirements:

Bachelors degree in an appropriate area and four years of relevant experience.

Preferred Qualifications:
  • A masters degree or CPA preferred or bachelors degree in accounting finance or health administration.
  • Five years progressively responsible fiscal management experience including budget/forecasting and accounting systems.
  • Some supervisory experience.
  • Demonstrated ability in application of organizational analytical and interpersonal skills.
  • Ability to effectively communicate both orally and in writing.
