This is a position specific recruitment for the Maryland Department of Natural Resources Maryland Park Service. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job
The primary purpose of this position is to assist with the resource planning function and responsibilities of the Maryland Park Service. The MPS GIS Specialist is the primary technical land use and geospatial database expert responsible for leading the comprehensive GIS mapping needs and data systems support for the Maryland Park Service. It provides essential planning and technical support to Park Service field personnel and the Internal Review Program and provides mapping services associated with land acquisition and master plan development; property leases licenses and use agreements; trail system planning and development; and other relevant land management applications. The position requires highly specialized knowledge of GIS software (ArcGIS Pro and above) and ability to integrate this information into statewide data management systems. This position provides recommendations to the MPS Planning and Review Program and MPS Leadership Team for decision support and serves in liaison capacity with other GISfocused positions and initiatives across DNR. An Administrator I is the intermediate level of work in the field of local regional State and intergovernmental natural resources planning and applied environmental science. Employees in this classification may be assigned independent research or planning tasks of moderate complexity. Employees in this classification have increasing contact with local regional State and federal planning agencies consultants civic groups and other administrators and professionals and technicians in related fields. Employees do not supervise other positions.
POSITION DUTIES
The Department of Natural Resources (DNR) Maryland Park Service is currently accepting applications for two Administrator I positions that serve as GIS Specialists and assist with resource planning functions for the Planning Division. The Maryland Park Service GIS Specialist is the primary technical land use and geospatial database expert responsible for leading the comprehensive GIS mapping needs and data systems support. These positions provide essential planning and technician support to Park Service field personnel and the Internal Review Program and provide mapping services associated with land acquisition and master plan development; property leases licenses and use agreements; trail system planning and development; and other relevant land management applications. These positions require highly specialized knowledge of GIS software (ArcGIS Pro and above) and the ability to integrate this information into statewide data management systems. MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Four years of administrative staff or professional work.

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelors degree from an accredited college or university for the required experience.
3. Candidates may substitute the possession of a Masters degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules regulations policy procedures and processes or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a yearfor year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Geographic Information Systems (GIS) degree or certification from an accredited program.
- Professional and/or educational experience with cartographic projects utilizing GIS software.
- Candidates should have proficiency with GIS for developing maps and analyzing land/conservation values.
- Candidates should have experience utilizing ArcGIS software for project analysis and site planning.
- Candidates should be able to use a computer to fill out formscomplete reportsand utilize electronic email.
- Candidates should have strong organization database management writing and research compilation skills.
- Candidates should have knowledge of the principles of natural resources planning and the technological social and economic factors having an effect on natural resources protection management and development.
- Candidates should have experience working with environmental professionals planners and architectural and engineering consultants.
LICENSES REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
