* This position is financed by a thirdparty external to the Organization with funding provided by the donor. Although there is a commitment from the donor the appointment may be terminated prior to indicate official end date of project should the external funding for this position no longer be available. This position also carries in principle no expectation of renewal. Any potential subsequent extension will be subject to the terms of the Organizations Staff Manual to satisfactory performance and to availability of funds.

Tests/interviews in connection to this selection procedure will take place approximately 4 weeks after the deadline for applications. Applicants are kindly requested to plan their availability during this period accordingly in case they are shortlisted.

Selected candidates will be expected to report for duty approximately two to three months after receiving an offer of employment at the latest.

This selection exercise may be used to generate a reserve list of suitable candidates that may be used to address Organizations similar staffing needs in the future.

SUMMARY OF THE ASSIGNED DUTIES

INCLUDING GOALS AND OBJECTIVES OF THE POST

The Global Digital Police Identity (GDPI) includes defining changes testing and implementation.
INTERPOL seeks to establish digital identity management for police officers worldwide. These certified identities will allow INTERPOL and our member countries to design new transnational services available for police officers on the ground primarily through mobile applications. The Global Digital Police Identity will be based on ITrust which is a decentralized and autonomous identity management tool as foundation. The Global Digital Police Identity will enable law enforcement officers to connect to an INTERPOL Ready service catalog composed of services offered by INTERPOL Information System National law enforcement services shared with worldwide law enforcement Third party services (GAFA BTX) supplied for law enforcement.

Under the supervision of the Assistant Director and the Coordinator Information Management the incumbent will oversee the business management of the life cycle of some databases and databaserelated applications. This includes defining guidelines and strategies for their continuous improvement and reviewing business impact analysis assessments related to new strategic or operational projects and change requests.

PRINCIPAL DUTIES AND ACTIVITIES

DUTY 1

  • Supervise daytoday management of the databases and related applications defining strategies roadmaps and requirements for the of requests for assistance from member countries and/or internal users in consultation with the Coordinator Information Management.

  • Supervising the implementation of the planning established by the Coordinator Information Management and the delivery of requested outcomes including in relation to outreach activities required for the business products promotion and expansion of their usage.

  • Supervise the business product management of police data applications ensuring their coherence with INTERPOLs processes and rules developing new business product ideas and processes to track product use and impact on end users.

  • Externally support Programme Managers or Project Managers in the adhoc implementation of projects with data management needs according to workplans previously agreed with the Coordinator Information Management and in line with INTERPOLs processes and rules.

  • Web Services: Supervise the business liaison between the respective departments in IS Directorate and member countries wishing to implement business products (such as ILink Wisdm and/or web services for data management (insertion deletion update) or to retrieve information from the databases (FIND and other webservicebased consultation tools) intervening on the discussions held by other staff members of the Unit when appropriate.

  • Business products: Contribute to guidelines for the management and update of the reference tables which contain all values used in various policing capabilities (Ilink forms eASF Graphical User Interface and SLTD or SMV databases etc..

  • Contribute to guidelines for the supervision by Information and Business Product Managers or equivalent of the procedures for the use of the police databases (direct or indirect access interconnection uploading or downloading).

  • Define guidelines for the regular checks performed by the Information and Business Product Managers or equivalent on the access authorizations or restrictions related to the databases and applications managed by the Unit; and assess the results providing recommendations to the Coordinator Information Management on potential issues identified.

DUTY 2

  • Under the direction of the Coordinator Information Management define guidelines for the management including improvements of the functional and quality aspects of the databases and the related applications in cooperation with the IS Directorate.

  • Supervise the assessment by the Information and Business Product Managers or equivalent of users needs at the National Central Bureaus (NCBs) and at the INTERPOL General Secretariat reviewing proposals of suitable capabilities to ensure better management of the information in INTERPOLs Information System (IIS).

  • Change management:define guidelines for the change management of the databases and police data applications overseeing the liaison with other Departments/Units with regards to potential changes in the databases and related applications in the INTERPOL Information System.

DUTY 3

  • Supervision of trainings and/or presentations: be a certified INTERPOL instructor and supervise the delivery of dedicated business product and/or databases training to either INTERPOL General Secretariat or NCBs staff when required developing and implementing internal trainthetrainer courses.

  • May be required to take part in international conferences related to his/her areas of expertise or provide guidelines for other staff members participation on them.

DUTY 4

  • Other tasks:

  • Advise and assist hierarchy in drafting memoranda and correspondence related to Sub Directorate and Directorate matters providing guidelines for the contributions from other staff members of the Unit on this regard;

  • Supervise the creation or revision of documents and user guides in relation to applications in his/her domains of expertise;

  • As subject matter senior expert participate upon request in working groups or meetings dealing with SubDirectorate and Directorate related matters and/or provide guidelines for the participation of other staff members on them;

  • Perform any other duties as required by the his/her superiors and in the case of core staff will be regularly required to replace the Coordinator Information Management in his/her absence.

QUALIFICATIONS COMPETENCIES AND SKILLS

Education and qualification required:

  • Threetofour years education at a University or other specialized higher education establishment in information systems database management or related field.

Experience required:

  • At least five years experience in database/information systems management or a related or relevant field.
  • Experience working in or with law enforcement or international police organizations would be an additional asset.
  • Experience in working with computers including database or applications creation development or management knowledge of oral presentations software business intelligence and word processing software.
  • Experience in working in small teams supervising the implementation of projects crosssupervising people and the use of related resources in the context of projects would be an additional asset.
  • Previous experience with INTERPOL databases and capabilities would be an additional asset.

languages:

  • Fluency in English is required. Proficiency in a second official working language of the Organization (Arabic French or Spanish) may be required in the framework of specific needs of the unit or adhoc project.
  • Knowledge of other languages would be an additional asset.
  • Strong communication skills both in written and oral form (public speaking and delivery of presentations).
