Job Description

FOIA/Privacy Act Support
Macdill Air Force Base Tampa FL

The FOIA/Privacy Act Support assists the United States Marine Corps Forces Central Command (MARCENT) and subordinate commands by serving within the manpower directorate task area. The positions primary mission involves assisting in the analysis of manpower requirements to support operations. Additionally the manpower directorate helps to advise and assist the Commander in matters relating to personnel operations management policy administration awards correspondence travel management the Government Travel Charge Card (GTCC) Program and administrative support to all Marines stationed at MacDill AFB as well as individual augments in the USCENTCOM Area of Responsibility (AOR). The FOIA/Privacy Act Support directly supports services for MARCENTs G1 section including comprehensive FOIA services to MARCENT regarding the processing and redacting of documents and ensuring of policy compliance while maintaining security clearances and confidentiality. The FOIA/Privacy Act Support will perform the following duties:

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provide FOIA services to MARCENT.
  • Prepare documents for release or denial under the requirements of the FOIA.
  • Complete redactions under both the FOIA and the Privacy Act. Some documents will necessitate coordination with internal staff outside agencies law enforcement agencies and the public. Contractor employees will be required to sign a nondisclosure agreement. Contractor employees must possess a security clearance at a minimum level of SECRET.
  • Support the FOIA Requester Service Center for MARCENT and subordinate commands. The contractor shall be prepared to process at least 50 FOIA requests annually.
  • Ensure full compliance by MARCENT and subordinate commands with DON FOIA policy and guidance.
  • If needed and not available through FOIA online collect and compile command and feeder reports and submit consolidated annual FOIA reports to the Navy FOIA Program Manager and Marine Corps FOIA Program Manager.
  • Maintain and update listings of subordinate command and activity FOIA coordinators including full name address and telephone (office and fax) on their public websites. For personnel in overseas sensitive or routinely deployable units FOIA Coordinator may be used in place of an individuals full name.
  • Conduct annual staff assistance visits reviews or selfevaluations within the command and lower echelon commands to assist the OCIO in ensuring FOIA compliance.
  • Ensure the full participation of MARCENT and MARCENT subordinate commands in FOIA online. Full participation includes providing all input to FOIA online necessary to ensure complete tracking and data availability for all mandated FOIA reports.
  • Enter all requests into FOIA online within two hours of receipt.
  • Promptly completing all pertinent fields on FOIA online including fees whether perfected dispositions exemptions and appellate authority as applicable.
  • Adding comments to FOIA online with sufficient detail to ensure uptodate progress tracking (Note: to avoid needless duplication of effort it is strongly recommended that FOIA online alone be used for such purposes).
  • Uploading to FOIA online all response letters.
  • Closing all cases within 2 business days when processing is complete.
  • When appropriate promptly referring all cases within FOIA online to other activities that are served by FOIA online.
  • Posting responsive documents provided to requesters on FOIA online and other websites as appropriate.
  • Ensure all MARCENT directorates and MARCENT subordinate commands provide links on their websites to the FOIA webpages. Links shall include the website of FOIA online and the DON FOIA Policy website.
  • The Command Privacy Act Coordinator (PAC) will ensure that all Directorates appoint PACs in writing. The PACs will identify at least one records manager (person responsible for maintaining or collecting PII) within each Directorate section. All PACs and records managers shall complete System of Records Notice (SORN) training annually. The PACs will ensure all information collected is necessary to accomplish a mission and that the information is accurate timely relevant and complete.
  • The Command PAC will maintain liaison with all officials in the Command who maintain PII. Documents containing PII will be appropriately marked as FOR OFFICIAL USE ONLY and shredded when no longer required. Documents containing PII will be transported in a manner that prevents unauthorized disclosure of the contents.
  • The PAC will review internal directives practices procedures and forms for conformity with the Privacy Act.
  • The PAC will supervise establishment amendment alteration or deletion of a System of Records Notice (SORN). The command will maintain no unpublished System of Records.
  • No Privacy Act data will be disclosed without prior specific written consent of the individual unless it falls within one of the 12 exceptions in reference (b).
  • The PAC will supervise distribution of PII in cases of firstparty requests for information. The PAC will obtain reasonable verification of the individuals identity when such a request is made.
  • Information contained in a System of Records will be secured by lock and key when not under the direct supervision of an authorized user.
  • Full Social Security Numbers will not be included on any printed personnel reports rosters award certificates correspondence or local forms unless it meets one of the 12
  • approved use criteria in Phase 3 of the SSN reduction plan. The PAC will carefully screen all materials for such compliance.
  • The following telecommunications protocol shall be strictly enforced:
    • Password protections are in place for all electronic sites and folders maintained on the Commands share drive(s).
    • PII will never be posted on Unit websites.
    • Personnel will encrypt all email containing PII using PKI authentication via the Common Access Card.
    • Personnel will encrypt password protect and transport data using secure File Transfer Protocol or Virtual Private Network whenever electronic data files require the electronic transfer from one system to another across the NMCI network. Personnel will never store PII on a removable storage device unless the data is encrypted/password protected. Personnel will never place PII on personal computers or devices.

EDUCATION

  • HS diploma or equivalent required.

EXPERIENCE

  • Minimum ten years of military experience.
  • Experience in handling FOIA requests and Privacy Act compliance including document preparation redaction and coordination with internal and external entities.
  • Experience in preparing and redacting documents for FOIA and Privacy Act requests ensuring compliance with legal and policy requirements.
  • Experience with FOIA online systems including entering and managing requests tracking progress and uploading response documents.
  • Experience in conducting compliance reviews and audits to ensure adherence to FOIA and Privacy Act policies and guidelines.

CORE SKILLS/COMPETENCIES

Required Knowledge Skills and Abilities

  • Expertise in FOIA and Privacy Act requirements including document preparation redaction and compliance with policies and regulations.
  • Skilled in using FOIA online systems for tracking and managing requests entering data and generating reports.
  • Experience in conducting compliance reviews audits and selfevaluations to ensure adherence to FOIA and Privacy Act guidelines.
  • Knowledge of security protocols for handling Personally Identifiable Information (PII) including encryption secure storage and data protection.
  • Have strong writing analytical and reading skills as well as the ability to effectively communicate.
  • Advanced proficiency with groupware applications (SharePoint MS Teams) and the Microsoft Office suite (Word Power Point Excel etc. desired.

WORKING CONDITIONS

  • Required to sit for extended periods of time and maintain focus.

SPECIAL POSITION NOTATIONS

  • Travel is required.
  • Qualification as an authorized company driver is required. All authorized company drivers must have a valid drivers license current automobile insurance and a driving record that is acceptable to the companys auto insurance provider.

SECURITY CLEARANCE

  • A Secret clearance is required for this position.
