Job Description

DeputyCommissioner of Fiscal & Administrative Services

Salary: $106000.00 Annually

Description

The Deputy Commissioner for Fiscal & Administrative Services is a senior leadership role responsible for overseeing the fiscal budgetary and administrative functions of the Virgin Islands Department of Education. This position ensures the efficient and effective management of financial resources compliance with financial regulations and the provision of administrative support to enhance educational services across the territory.

Duties and Responsibilities

  • Develop and implement fiscal policies procedures and strategies to ensure financial stability and accountability within the Department of Education.
  • Oversee the preparation and management of the departments budget including forecasting allocation and monitoring of expenditures.
  • Supervise the financial reporting process to ensure accuracy completeness and compliance with federal and local regulations.
  • Lead and manage administrative functions including human resources procurement facilities management and information technology.
  • Collaborate with other senior leaders to support the departments strategic goals and objectives.
  • Ensure compliance with all applicable laws regulations and policies related to fiscal and administrative operations.
  • Provide leadership and guidance to staff in the fiscal and administrative services division fostering a culture of excellence and continuous improvement.
  • Serve as a liaison with external stakeholders including government agencies auditors and community organizations.
  • Prepare and present reports to the Commissioner of Education Board of Education and other relevant bodies.

Minimum Qualifications

  • A masters degree in finance accounting public administration or a related field.
  • At least seven years of progressive experience in financial management including supervisory experience.
  • Demonstrated expertise in public sector financial operations and regulatory compliance.
  • Strong leadership and communication skills.
  • Ability to work collaboratively with diverse stakeholders.

Indepth public sector financial management knowledge including budgeting accounting and financial reporting.

Understanding of federal and local regulations governing educational finance and administration.

Proficiency in the use of financial management software and systems.

Reports to the Commissioner of Education with broad autonomy to manage fiscal and administrative operations.

Exercises independent judgment and initiative in the development and implementation of policies and procedures.

Provides supervision and direction to a team of financial and administrative professionals ensuring alignment with departmental goals.

Adheres to federal and local laws regulations and policies governing educational finance and administration.

Follows established departmental policies procedures and guidelines.

Uses professional judgment to interpret and apply guidelines to specific situations.

FACTOR 4 COMPLEXITY

The role involves managing complex financial and administrative functions requiring the integration of diverse activities and the resolution of multifaceted problems.

Requires the ability to balance competing priorities and make decisions that impact the overall effectiveness of the department.

FACTOR 5 SCOPE AND EFFECT

The Deputy Commissioners work significantly impacts the financial health and administrative efficiency of the Department of Education.

Effective performance ensures the optimal use of resources compliance with regulations and the achievement of educational objectives.

Regular contact with senior leadership departmental staff government officials auditors and community stakeholders.

Frequent interaction with external agencies vendors and service providers.

To provide information guidance and support related to fiscal and administrative matters.

To negotiate coordinate and resolve issues affecting the departments operations.

To represent the department in various forums and advocate for its financial and administrative needs.

The work is primarily sedentary involving long periods of sitting and computer use.

Occasional travel within the Virgin Islands may be required.
