Main Purpose of Job
The Department of Natural Resources Chesapeake and Coastal Service; Annapolis is currently accepting applications for assignment of higher level duties as an Administrator III.
This position will fill the role of Administrator III under the Center for Habitat Restoration andConservation within the Office of Restoration and Resilience at DNRs Chesapeake and CoastalService. This position will manage multiyear multipartnered restoration projects affiliatedwith the goals of the 2014 Chesapeake Agreement. This position collects reviews interpretsanalyzes and integrates information related to statewide natural resources for longterm multiobjective ecosystem and watershed planning and management.The Administrator III will work with the Shoreline Conservation Service to assist in shorelineprotection efforts and provide restoration assistance to state local and private property owners.This position engages with project partners to provide technical and financial assistance to allphases of natural resource enhancement projects in accordance with guiding legislation andagency policies. This position will assist in developing reviewing and managing projects relatedto the goals of the Shoreline Conservation Service.
The Administrator III evaluates efficiency ofoperations and develops revises and recommends new policies standards and workflowprocedures using new technology where appropriate.This position will lead project partners from the project development phase through designpermitting implementation monitoring and adaptive management. This position interprets andapplies or oversees the application of agency policies rules and regulations in order toaccomplish the work of the Shoreline Conservation Service addition the Administrator III consults with DNR program directors and administratorsregarding policies and program needs.Specific tasks related to this role include: four season restoration field work; plan design andmonitor restoration activities with partners; assess stream wetland and shoreline conditions todevelop appropriate ecological solutions; project/grant management via executing contractsloans and/or grant agreements as well as a minimum of quarterly reporting and/or site visits;oversight of invoicing and tracking of expenditures; collecting project data to ensure deliverablesare being met and document progress; and assistance in developing an annual report to the StateLegislature. In addition the Administrator III will provide technical assistance and coordinationin the development of new projects and partnerships and advise and assist the Office in thedevelopment of new financing strategies policies and tools related to Chesapeake Bay and localwatershed restoration.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelors degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Masters degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules regulations policy procedures and processes or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a yearforyear basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Have excellent interpersonal written and oral communication skills to work with public and private sector officials and maintain effective working relationships with colleagues and constituents.
- Have the ability to effectively present information explain policy and respond to inquiries; and the ability to manage and effectively complete multiple concurrent and high priority tasks.
- Have knowledge and experience with restoration projects and practices specifically living shorelines.
- Experience with fund management program development and oversight including developing scopes of work and executing contracts.
- Two years of technical knowledge designing reviewing and/or implementing coastal and marine construction projects (e.g. riparian living shoreline wetland restoration and stream restoration).
- Two years of climate resilience and specifically sea level rise and nuisance flooding experience.
LICENSES REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
