Job Description

Project Managers plan and manage the delivery of projects. Technology Senior Project Managers work in product focused teams to deliver endtoend services and to support them in production. As a Senior Project Manager you will be responsible for the delivery of technical projects and services including overseeing the technical managing technical teams and ensuring the timely delivery of the project in alignment with business objectives.

Requirements

Key duties and responsibilities

Identify key business objectives and provide solution recommendations while performing business and management consulting analysis.
Manage scope of projects from inception to closure. Define develop and manage implementation schedules and project budgets.
Coordinate resources prepare project teams for kickoff and ensure effective completion of project milestones control project scope and mitigate risks.
Ensure project consultants are delivering to configuration development and methodology standards.
Ensure delivery processes are efficient and cost effective.
Provide technical direction and leadership
Ensure technical teams adhere to industry best practices standards and methodologies
Lead and manage technical teams including developers engineers and other technical professionals
Identify and manage risks related to the technical delivery
Provide technical expertise and support teams to solve complex technical challenges

Technical skills

Project Management Experience/Skills related to: Project Scope Management Managing Stakeholders Project Time Management Quality Control & Quality Management Project Financial Management Risk Management Communication Project Lifecycle Project Closeout Using MS Projects Required: Excellent Project Management knowledge and experience Highly Desirable: Project Management related qualifications

The services required will enable the agency to supplement its existing ICT and digital workforce to ensure a high quality of technology and digital development for the Buyer with the flexibility to ramp resourcing up and down as needs require. Engaging a flexible ICT workforce will enable the Buyer to augment its requirements for the major work programs being undertaken.

Criteria

The buyer has specified that each candidate must provide a one page pitch to address all criteria specified. This is equal to 5000 characters.

Essential criteria

1. Financial management: Level 4 (SFIA)
Monitors and maintains financial records to agreed requirements for compliance and audit. Assists with identifying and calculating process service project and component costs for financial planning and budgeting. Collates required financial data and reports for analysis and to facilitate decisionmaking.
2. Organisational change management: Level 6 (SFIA)
Defines and communicates the approach for change management for a significant part of the organisation. Initiates plans and leads strategic large and complex change management initiatives. Provides guidance and raises awareness to help change leaders demonstrate effective behaviours to deliver organisational change. Establishes feedback processes and leads analyses of change management successes. Enables continual improvements to change management methodology tools and training necessary to enhance the maturity across the organisation.
3. Project management: Level 6 (SFIA)
Takes full responsibility for the definition documentation and successful completion of complex projects. Adopts and adapts project management methods and tools. Ensures that effective project monitoring and control processes change control risk management and quality processes are employed and maintained. Monitors and controls resources revenue and capital expenditures against the project budget. Manages the expectations of key project stakeholders.
4. Requirements definition and management: Level 5 (SFIA)
Plans and drives scoping requirements definition and prioritisation activities for large complex initiatives. Selects adopts and adapts appropriate requirements definition and management methods tools and techniques. Contributes to the development of organisational methods and standards for requirements management. Obtains input from and agreement to requirements from a diverse range of stakeholders. Negotiates with stakeholders to manage competing priorities and conflicts. Establishes requirements baselines. Ensures changes to requirements are investigated and managed.
5. Stakeholder relationship management: Level 5 (SFIA)
Identifies the communications and relationship needs of stakeholder groups. Translates communications/stakeholder engagement strategies into specific activities and deliverables. Facilitates open communication and discussion between stakeholders. Acts as a single point of contact by developing maintaining and working to stakeholder engagement strategies and plans. Provides informed feedback to assess and promote understanding. Facilitates business decisionmaking processes. Captures and disseminates technical and business information.

Desirable criteria

1. Performance management: Level 5 (SFIA)
Forms maintains and leads workgroups and individuals to achieve organisational objectives. Determines and delegates objectives and task responsibilities to individuals or teams including people management responsibilities as appropriate. Sets the quality performance and capability targets in line with organisational goals. Monitors performance and working relationships and provides effective feedback to address individual issues. Encourages individual development of skills and capabilities in line with team and personal goals. Facilitates the development of individuals by adjusting workload targets and team capacity. Plays an active role in formal organisational processes such recruitment reward promotion and disciplinary procedures.
2. Quality management: Level 5 (SFIA)
Ensures that projects teams and functions have appropriate practices in place and are meeting required organisational quality levels. Advises on the application of appropriate quality management techniques and standards. Determines areas where existing processes should change from analysing audit findings. Facilitates improvements to processes by changing approaches and working practices typically using recognised models. Takes responsibility for controlling updating and distributing organisational standards.

Additional requirements

1. The security clearance is required for the role. Does the candidate have the required clearance (as a minimum)
2. To identify potential conflicts of interest is the candidate a director/owner/account manager/partner of a Seller registered on BuyICT If so provide the Position Title Seller Name and Seller ABN.
3. Provide details (e.g. manager branch) of candidates previous worked history either as a contractor or employee for the Buyer including its former agencies such as the Department of Human Services.


Essential criteria 1. A track record of delivering technology products in large organisations 2. A demonstrated understanding of what makes for a great developer experience for external users 3. Experience leading multi-disciplinary teams that follow agile and user-centred design practices 4. Experience working on large Government transformation programs highly regarded Desirable criteria 1. Knowledge, experience of, and relationships with the agriculture technology industry 2. Delivery of technology to support regulatory decision-making processes 3. Experience delivering to the Australian Government Digital Service Standard
