Job Description

Minimum Qualifications (Education and Experience):

  • Bachelor of Science degree in Civil Engineering or closely related field.
  • Five 5 years supervisory management and leadership experience preferably in a natural resource management or engineering regulatory program.
  • Other combinations of supervisory and leadership experience will be considered.
  • A Professional Engineers license is required.

Required knowledge skills and abilities:

  • The incumbent must possess knowledge of all fields of civil engineering with an emphasis on water resources engineering dam safety and floodplain management.
  • The incumbent must have skills in managing projects contracts personnel and budgets.
  • The incumbent must have strong communication skills including the ability to present facts and information clearly to individuals the media a public audience and the legislature.
  • The incumbent must be able to handle a controversial situation with professionalism.
  • Applicants must be able to climb embankments and walk on uneven surfaces for up to a mile.

Special Information: Candidates must be eligible to work in the United States. A valid drivers license is required with less than 12 conviction points in the most recent completed 36 months.

Eligibility to Work:In accordance with the Immigration Reform and Control Act the person selected must produce within three days of hire documents that show authorization to work in the United States. The State of Montana does not sponsor Visas or Green Cards.

Work Unit Overview:

The Water Operations Bureau administers and implements the states Dam Safety and Floodplain Management Programs. The Dam Safety Program regulates the construction operation and maintenance of Montanas dams to protect life and property from damage due to failure. The Floodplain Management program consists of three units: Flood Hazard Mapping Engineering Technical Assistance and Community Assistance. The Flood Hazard Mapping Program manages and updates the state flood risk and mapping portfolio in partnership with FEMA and coordinates updates with communities. The Engineering Technical Assistance Program coordinates and oversees mapping revisions and amendments with FEMA and provides engineering technical assistance to communities for floodplain permitting. The Community Assistance Program provides technical and administrative assistance including development of model regulations training local floodplain administrators and serving as National Flood Insurance Program (NFIP) subject matter expertise to 137 locally administered floodplain management programs.

The Water Operations Bureau Chief has four direct reports including three section supervisors and one floodplain technical expert. In addition to Water Operations Bureau staff six regional engineers in the Regional Engineering Services Section (RESS) provide programmatic engineering support to the Water Operations Bureau from field offices distributed across the state. Approximately 60 percent of RESS staff time is dedicated to Water Operations programs and the RESS Supervisor indirectly reports to the Water Operations Bureau Chief.

Job Overview:

As Bureau Chief the incumbent conducts a broad variety of managerial technical engineering fiscal and supervisory duties necessary to support program activities of the Bureau.The incumbent is responsible for supporting the bureaus missions goals and objectives and for assuring bureau programs meet statutory obligations andprogram activities are consistent with the laws rules and regulations.The incumbent assures staff have adequate training to succeed at their jobs.

The incumbent keeps the Division Administrator informed of all significant activities or media or legislative inquiries. The incumbent works with program managers to develop short and longterm plans and program objectives priorities strategies and goals with oversight of the Division Administrator.

This position provides highlevel engineering support to programs within the Water Operations Bureau including the following:

  • Provides technical expertise and guidance to program staff when activities involve controversial or highrisk decisions
  • Authorizes flood recovery deployment efforts for the Floodplain Management team
  • Leads biannual administrative rule update activities
  • Leads state and federal performance audits with staff assistance
  • Coordinates with Department legal counsel when program activities have a potential legal component.
  • Coordinates activities and initiatives with federal partners and other state agencies.
  • Leads Qualification Based Selection of engineering contractors.
  • Directs statutory enforcement activities and emergency actions for the programs when required and coordinates those activities with the division and department
  • Coordinates and reports community engagement to DNRC leadership.
  • Coordinates and leads media responses.
  • Coordinates and leads responses and testimony to elected officials.
  • Assists with disaster recovery requests from local communities.
