Job Description

Classification: Personnel System Requires satisfactory completion of a sixmonth probationary period

Purpose of Job
This purpose of this position is to actively research apply and manage all aspects of the pre and post grant process for the Sustainability Department as well as other departments or assigned partners engaged in meeting ACCGov sustainability goals. The position also develops and manages donations sponsorships inkind service and related programs that support ACCGovs sustainability goals.

Job Related Requirements

Work Schedule:Monday Friday 8:00 am 5:00 pm.

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation responsible for the safety readiness and operation of the vehicle and must abide by ACCs safe driving policy.

Minimum Training & Experience Required to Perform Essential Job Functions

Bachelors degree with major course work in grants administration project administration sustainability environmental sciences energy/clean energy or public administration.

Three years of experience with grant writing project management public administration energy environmental or related field or any equivalent combination of education training and experience which provides the requisite knowledge skills and abilities for this job.

Must possess a valid drivers license.

PreferredQualifications
At least 2 years direct experience with grant development administration or project management.

At least 2 years direct experiencewith professionallevel writing and serving as a principle on grant applications.

At least 1 year of experience with subrecipient compliance administration.

Masters degree in grants administration project administration sustainability environmental sciences energy/clean energy or public administration.

Have one of the following certifications: Grants Manager Project Manager Sustainability Professional Public Administration Natural Resource Management Energy Management or similar professional certification.



Essential Duties Responsibilities

The following duties are normal for this job. These are not to be construed as exclusive or allinclusive. Other duties may be required and assigned.

Identifies and writes grant applications for federal state local and private donation and sponsorship opportunities for the purpose of securing funding to achieve sustainability related operational and strategic goals.

Coordinates application submissions and oversees grantfunded sustainability programs and initiatives including mandatory reporting as required by the grants. Ensures that program activities and procedures comply with sustainability goals state and federal regulations and ACCGov policies and procedures.

Understands financial and accounting laws regulations and practices; manages budgets maintains accurate budget and reporting data and provides timely updates and reports. Ensures compliance with fiscal regulations and collaborates with finance to improve processes for receiving and using refunds rebates grants donations inkind services and other funding sources.

Works with donors and organizations to establish community oriented funding opportunities that achieve ACCGov sustainability goals. Such programs may be managed by communitybased organizations (ex: green bank).

Conducts research maintains statistics and develops resources and information to support grant applications and to meet funding agency requirements.

Writes clear professional communications performance reports and supporting documents for grants including drafts of relevant contracts.

Supports the development of strategic plans and operational goals to advance ACCGovs objectives and those of the Sustainability Department.

Develops and/or assists with the development of ordinances and policies that promote or facilitate the achievement of sustainability goals.

Works with Sustainability Director to create strategies initiatives projects budgets timelines and milestones.

Writes highquality plan narratives conducting stakeholder and community outreach and presents findings in public forums.

Ensures grant related practices reports records receipt of funds and expenditures are in compliance with federal state and local financial standards and best management practices.

Supervises and evaluates assigned staff including interns contract labor or other assigned positions; handles concerns directs work assignments counsels when necessary and provides periodic performance reviews.

Develops and manages requests for proposals and purchase orders for contract labor and equipment needed to support grant development and administration.

Participates in the development of annual and capital budgets monitoring revenues/expenses purchasing and reconciling accounts in areas of responsibility.

Promotes ACCGov and Sustainability Department efforts through the use of the ACCGov website reports media releases public events and other engagement tools.

Responds to routine requests for information from officials employees or the public.

Keeps abreast of new developments and changing technology in areas of study related to sustainability and communicates changes to relevant stakeholders.

Provides resources and education to ACCGov departments nonprofit organizations community members and businesses on federal state and local regulations practices and procedures related to sustainability grants including application processes and compliance requirements.

Provides educational programs and materials needed to identify and ensure subgrantee compliance and meet sustainability goals.

Practices highly effective time management skills; handles multiple complex tasks projects and initiatives simultaneously.

Demonstrates excellent interpersonal problem solving organization and communication (verbal and written) skills.

Performs other related duties as required.

Knowledge Skills and Abilities

Knowledge of federal state and local laws regarding grants donations rebates and other funding sources.

Knowledge of laws and regulations related to private foundation grants gifts donations and inkind support.

Knowledge of grant processes including application monitoring and reporting.

Knowledge of fundraising principles practices and laws.

Knowledge and understanding of energy natural resources and other related areas of responsibility within the Sustainability Department.

Knowledge of and skill in effective writing for various audiences.

Knowledge of basic organizational management.

Ability to write ordinances and policies to achieve sustainability goals.

Ability to maintain discretion for confidential information and appropriately handle critical information and sensitive situations.

Ability to research analyze and explain complex financial scientific and energy data.

Ability to establish goals identify needs and create strategies.

Ability to use independent judgment and discretion in managing and adhering to financial and accounting regulations and laws.

Ability to stay updated on sustainability grants and donations.

Ability to utilize independent judgement and discretion to manage peer and subordinate relationships handle emergencies and resolve problems.

Ability to foster and build strong working relationships across departments agencies and organizations.

Skill in understanding financial scientific and technical documents.

Skill and proficiency in word processing financial analysis data management spreadsheet development planning software.

Skill in public speaking and presentation to large groups of people

Ability to work either independently with limited guidance on complex initiatives or collaboratively to accomplish sustainability department goals.

PHYSICAL REQUIREMENTS:Must be physically able to operate a variety of machinery and equipment including a computer typewriter copier calculator facsimile machine etc. Must be able to use body members to work move or carry objects or materials. This position requires: walking standing bending stooping pushing pulling lifting fingering grasping feeling seeing talking hearing and repetitive motions. Must be able to exert up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently. Physical demand requirements are at levels of those of light work.

NUMERICAL APTITUDE:Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide; utilize and determine percentages.

FORM/SPATIALAPTITUDE:Requires the ability to inspect items for proper length width andshape visually with office equipment.

MOTOR COORDINATION:Requires the ability to coordinate hands fingers and eyes accurately in using office equipment. Requires the ability to use the keyboard lift bend push and pull objects or materials using body parts as the position necessitates.

MANUAL DEXTERITY:Requires the ability to handle a variety of items such as a computer typewriter copier audio video and various camera equipment etc. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination.

COLOR DISCRIMINATION:May require the ability to differentiate between colors and shades of color.

INTERPERSONAL DISCRIMINATION:Requires the ability to deal with people beyond givingand receiving instructions. Must be adaptable to performing under minimum stress when confronted with an emergency.
