Main Purpose of Job

The Natural Resources Planner IV will provide lead level work in the field of local regional State and intergovernmental natural resources planning water quality monitoring and applied environmental science. The incumbent in this position will provide lead level technical expertise and water quality monitoring services for Maryland Department of the Environment (MDE) Water and Science Administration (WSA) Field Services Program Chemical and Biological Monitoring Division related to statewide natural resource planning programs. These programs generate water quality data required for the assessment management and improvement of water quality throughout the state of Maryland. The incumbent will function as the lead worker of a major statewide natural resources planning project and is responsible for planning projects requiring the review and interpretation of data involving water resources. The Natural Resources Planner IV will also provide guidance and direction to lowerlevel Natural Resource Planners and other professionals and technicians in related fields.


The working conditions of this position involve exposure to uncomfortable or unpleasant surroundings. This position involves exposure in all types of weather conditions. Work involves exposure to hazardous conditions which may result in injury. This position requires performing water quality work on motorized boats canoes and kayaks in the Chesapeake Bay and its tributaries. Position requires handling of potentially hazardous and polluted water and potential vectors of human disease. The work involves special physical demands such as lifting 50 pounds or more climbing ladders etc. Position requires lifting of 20 liter containers of water coolers loaded with water samples and sediment sampling devices that weigh more than 50 lbs. This position also requires the use of protective equipment such as goggles gloves masks etc. during site visits.


The incumbent in this position will be required to drive a State vehicle. If you maintain an outofstate driving license you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a drivers license with no more than 5 points on their driving record in order to drive a State vehicle.

MINIMUM QUALIFICATIONS

Education: A Bachelors degree from an accredited college or university in an environmental science or natural resources planning management or development.

Experience:Five years of experience in natural resources planning orapplied environmental science.

Notes:

1. Candidates may substitute the possession of a Bachelorsdegree from an accredited college or university in urban or regional planning engineering physical geography or the physical chemical biological environmental sciences andone year of experience in natural resource planning or appliedenvironmental science for the required education.

2. Candidates may substitute the possession of a Mastersdegree from an accredited college or university in natural resources planning management administrationdevelopment environmental urban or regional planning;resources economics or development; environmental systemmanagement; water or land resources planning and management; environmental landscape architecture; or thephysical chemical biological or environmental sciencesfor up to three years of the required experience.

3. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in natural resources planning management administrationdevelopment environmental urban or regional planning;resources economics or development; environmental systemmanagement; water or land resources planning andmanagement; environmental landscape architecture; or thephysical chemical biological or environmental sciences for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the generalnatural resources management and biological sciences classifications or general natural resources management andbiological sciences specialty codes in the general natural resources management and biological sciences field of work on a yearforyear basis for the required experience andeducation.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

A Bachelors degree in environmental science or natural resources planning management or development;
Experience in field sampling collection techniques for Polychlorinated biphenyls (PCBs) nutrients bacteria and Per and Polyfluoroalkyl substances (PFAS);
Experience operating motorized and paddle watercraft;
Maryland Boaters Safety Course certification;
Drinking Water Sampler certification;
A valid drivers license in the State of Maryland.
