Bachelors degree or equivalent PMP certification is a plus
8 years in Information systems; experience should include managing other technical staff or projects

General Summary/Overview
Under the direction of the Associate Director of Integrated Network Communications manage multiple large complex enterprisewide projects. The incumbent has a commanding knowledge of PMI Project and Program Management best practices. The Senior Project Specialist understands project dependencies and how to leverage resources to get greater efficiencies across projects. The Senior Project Specialist has an understanding of technology at a high level and can speak to engineers as well as project sponsors in a way that effectively communicates project topography goals and issues. The Senior Project Specialist is a Leader and is looked to as a Leader by their Project Sponsors and Project Teams. He/she participates in prioritizing projects and longrange planning for all INC teams. He/she will participate in the IS PMO. He/she will work with other Project specialists and help direct them to follow the INC Project management program.
Principal Duties and Responsibilities
Manage projects emphasizing technical integration within the Partners environment
Understand and utilize Project Management tools as instructed including MS Project Server Project Web Access and SharePoint
Develop project scope
Design and develop project plans
Effectively communicate with Project Team and Project Sponsors
Design and develop test plans
Manage resources on their activities and tasks review/evaluate their work and prepare status reports
Advise resources on technical and administrative policies and procedures technical problems priorities and methods
Consult with and advise users and other support groups on project issues
Negotiate with stakeholders to achieve desired outcome
Mentor peers to transfer knowledge and wisdom
Review project requests to coordinate schedules and related team activities.
Review policies
Effectively manage project change requests
Develop project budgets including operational cost estimates for current and proposed projects
Communicate with vendors to understand upcoming products and projects; evaluate vendor proposals for purchase of hardware/software
Participate in departmental and enterprisewide projects with an emphasis on new technology integration within the Partners environment
Perform other duties as assigned
