Program Summary
Healthy Families Multnomah County a program of IRCO is an intensive evidencebased home visiting program designated to provide parental support education and guidance to all families expecting a baby or with a newborn in Multnomah County.
The program focuses on promoting positive parentchild relationship supporting healthy child development enhancing family wellbeing increasing school readiness and preventing child abuse while delivering trauma informed and culturally responsive home visiting services. It recognizes and addresses the unique experiences strengths and needs of families with young children particularly immigrant and refugee families from diverse cultural backgrounds.
Healthy Families Multnomah is part of the Healthy Families America (HFA) following the evidencebased home visiting model developed by HFA.
Position Summary
The Bilingual Family Support Specialist (FSS) is a trained early childhood professional that provides intensive home visits to immigrant and refugees families in Multnomah County expecting or have a newborn baby. Families receive up to three years of services ensuring longterm consistent support as their needs evolve.
As part of a home visiting program grounded in infant mental health principles the Bilingual Family Support Specialist builds trusting relationships with the families offering:
- Parenting education guidance and support
- Activities to support the family wellbeing
- Activities to strengthen parentchild interaction and secure attachment
- Regular developmental screens
- Community resources and referrals
The Bilingual Family Support Specialist will work collaboratively with other early learning and family social and medical services to provide comprehensive wraparound support throughout the childs early years 03 helping them to grow secure safe healthy and ready for school.
Essential Functions
- Establish and maintain trusting relationships with families through regular home visits following the HFA best practices and local policies
- Provide parenting education guidance and support to promote positive parentchild interaction using an evidencebased curriculum and other approved role and wraparound training and resources
- Observe assess and strengthen parentchild interaction using reflective strategies activities screenings and interventions
- Support family wellbeing through specific prenatal and postnatal maternal screens family scale activities and referrals
- Implement individualized family service plan developed in partnership with the program supervisor
- Collaborate with families to set meaningful measurable goals
- Coach life skills that promote problemsolving selfsufficiency and advocacy skills
- Assess and provide concrete support to families to maintain a safe home environment
- Connect families to community resources and referral act as a liaison between families and service providers
- Maintain accurate and timely documentation of home visits screens assessments and referrals
Secondary Functions
- Complete monthly reports gather and demographic data as requested
- Participate in role specific and wraparound HFA training ongoing training team meetings and infant mental health consultation group
- Engage in 1.5 hours per week reflective supervision with the program supervisor
- Participate in special projects as assigned by the Healthy Families leadership team
- Act as a liaison advocate between families and other community agencies
- Maintain regular communication with program and agency staff
- Conducts NBQ screens occasionally as requested by the program supervisor or the County Referral Coordinator
Education & Experience
MINIMUM JOB SPECIFIC QUALIFICATIONS:
Any combination of education and experience that demonstrates the ability to perform the duties of the position is qualifying. This would typically include:
- An ability to establish trusting relationships with the families who may be experiencing various challenges
- High School Diploma/GED required bachelors degree in social work Psychology or Early Childhood Education preferred
PREFERRED QUALIFICATIONS:
- Infant mental health endorsement preferred
- Trained in the Growing Great Kids curriculum
- Experience working with or providing services to children and families
- Knowledge of parenting education and assessment infant and child development nutrition preventive health care home visit techniques and community resources
- Willing to engage in building reflective capacity (i.e. capacity of introspection communicate awareness of self in relation to other recognize the value of reflective supervision etc.
- Experience and willingness to work with culturally diverse populations while implementing the cultural humility principles
- Acceptance of individual difference
