General Description
Provides professional and administrative work with responsibilities in the management of specially assigned projects involving Information Technology (IT) contracts.
Works independently under limited supervision reporting major activities through periodic meetings.
Minimum Education and Experience Requirements
Requires a Bachelors degree from an accredited college or university with major coursework in business administration or closely related field.
Requires two 2 years in procurement/purchasing contracts development/negotiations/ analysis or closely related experience.

Certified Contract Management Associate (CCMA)
Certified Professional Public Buyer (CPPB)
Masters Degree in Public Administration
Four 4 or more years experience in the administration of complex IT contracts
Four 4 or more years experience in Microsoft SharePoint site administration
Four 4 or more years experience with PeopleSoft Purchasing modules
Four 4 or more years experience in Legistar agenda coordinationDUTIES AND RESPONSIBILITIES
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Manages tracks and records IT contract details including contract expiration dates insurance compliance/assessments; works with staff and vendors to ensure contract is properly maintained; supports usingagency through contract development and negotiations; manages several Information Technology contracts simultaneously.
Manages and tracks contract documents in a userfriendly interface including site review and requirements analysis document gathering and recording project implementation quality assurance and testing.
Maintains the ETS Contracts Dashboard/ SharePoint site and performs weekly updates maintaining audit files for each ETS contract for fully executed original contracts amendments correspondence changes/deviations emails clarifications payment schedules Insurance Notices and Award documents.
Develops Notices for ETS contracts such as Notice to Proceeds (NTP) Notice of Renewals Nonrenewals Notice of Termination and others as required by the contract.
Coordinates Agenda tasks for all ETS contracts requiring Board approval reviewing the agenda of the upcoming board meeting for items of interest and sending the summary of discovery to the CIO Section Directors and contracts team members.
Performs overall administration of Information Technology projects involving contractors and/or vendors including planning coordinating and reviewing the work of professional and technical information technology staff for projects of a major scope; emphasis of the work is on analysis advice and monitoring of Information Technology contracts.Provides professional level staff assistance in specially assigned areas assists and advises on matters pertaining to Information Technology contracts including but not limited to reviewing pricing details statement of work terms and conditions to ensure that it meets the project managers requirements and to effectively negotiate to ensure that the County receives the best price for the product/service being offered.
Ensures through effective negotiations that the County receives the best price for products and services by careful review and analysis (including cost avoidance) or combining resources to increase economies of scale.
Performs related work as assigned.
