Main Purpose of Job

This position directs the planning budgeting designing remodeling and construction of the capital facilities of the Department of State police to include the Office of the State Fire Marshal. The Department has statewide enforcement responsibilities requiring public facilities across the state as well as specialized function and support facilities. Position coordinates all Departmental capital program activities with State Departments of Budget and Management and General Services is responsible for the Departments five year Capital Improvement Plan development and maintenance of the Master Facility Plan and compliance with all Department of Budget and Management facility programming requirements. Serve as a member of the Superintendents core executive staff advising of all capital budget and facility issues.

POSITION DUTIES

Develop DepartmentsMaster Facility Plan to serve as guide for preparation of Capital ImprovementsPlan (CIP).

Provides technicalreview comments on major multiyear capital construction projects for technicalefficiency and sufficiency code compliance program requirements and soundengineering or architectural practices.

Reviews capitalconstruction projects during the six phases of design from the program stagethrough schematic design design development construction documents andbidding stages.

Provides inhouseengineering or architectural design services as needed including preparation ofbidding documents review and approval of drawings preparation of costestimates establishment of time schedules for design and construction andresolution of technical architectural/engineering problems.

Provides technicalassistance to the Secretary for analysis of design concepts and constructionproblems interpretation of technical data cost issues and procurement ofengineering or architectural services as well as interpret rules regulationsstandards and controls and recommend to the Secretary Department policy andpriorities for program design.

Meet with Departmentalrepresentative committees and subordinate staff to defend/revise/submitprograms to comply with Department of Budget and Management(DBM) and Departmentof General Services (DGS)reviews to ensure unique features of new orreplacement facilities.

Represent theDepartment and coordinate local government participation in all facets ofcapital budget projects including preparation and presentation of testimony toDBM DGS and General Assembly capital budget committees.

Represent Departmenton design committee with DGS and consult architectural and engineering (A/E)consultants.

Supervise and assistproject architect in representing Department in DGS construction projectmanagement. Reconcile design problems and review changes made duringconstruction.

Respond to allinquiries from Legislators contractors engineers and local and stateregulatory officials regarding construction on facilities issues.

Assist DivisionDirector in training and managing maintenance employees.

Any other duties asassigned by the Commander.

MINIMUM QUALIFICATIONS

Education: A Bachelors degree in engineering or architecture from an accredited college or university.

Experience: Five years of experience as a design or project Engineer or Architect for largescale multiyear construction projects.

Notes:

1. A Masters degree in engineering or architecture from an accredited college or university may be substituted for up to one year of the required experience.

2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education.

3.Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Civil Engineer Corps orEngineering Aid classifications or Construction Engineering Technician Technical Engineer or Civil or Combat Engineeringspecialty codes in the Engineering field of work on a yearforyearbasis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:



1. Licensed architect witheight 8 years of comprehensive knowledge in the programming design processand construction of institutional buildings. Two of the eight years experiencein the public administration responsibilities for planning budgeting andcommunication of state agency projects both owned and leased.

2. Experience communicatingboth verbally and written with upper level executive and legislativeauthorities in determining long tern plans and the support needed for newfacilities.

3. Proficiency in computergraphic skills for presenting and explaining proposed architectural strategiesfor new facilities.

LICENSES REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to possess and maintain a Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees may be required tocarry an electronic paging device or provide the employing agency with atelephone number where the employee can be reached.


In accordance with Section 2204(b)6 of the PublicSafety Article Candidates for position in this classification will be subjectto an initial drug screening and a complete criminal background investigation before permanent appointment can be made. Acriminal conviction may be grounds for rejection of the candidate.


SELECTION PROCESS

The selection process for this recruitment will involve areview of each application. Applicants who meet the minimum qualifications willbe placed on an eligible list in the BEST QUALIFIED BETTER QUALIFIED orQUALIFIED category and remain eligible for consideration for at least one yearfrom the date of examination. The list will be used by the hiring manager toselect the individual to fill the vacancy.

EXAMINATION PROCESS

The examination will consist of a rating of youreducation training and experience related to the requirements of the position.You may be required to complete a qualifications supplement or the rating maybe based on your application. Report all experience and education that isrelated to this position. Applicants may be given a physical examination andwill be subject to an interview background investigation polygraphexamination and substance abuse testing.

BENEFITS

Contractualemployees who work for an agency covered under the State Employees andRetiree Health and Welfare Benefits Program (the Program) have a currentemployment contract and work 30 or more hours a week (or on average 130 hoursper month) may be eligible for subsidized health benefits coverage forthemselves and their dependents. As a contractual employee you will beresponsible for paying 25 of the premiums for your medical and prescriptioncoverage including any eligible dependents you have enrolled. The State ofMaryland will subsidize the remaining 75 of the cost for these benefits. Youcan also elect to enroll in dental coverage accidental death and dismembermentinsurance and life insurance but will be responsible to pay the full premiumfor these benefits.
