Job Description

Title: Site Director

Location: TBD

Salary Range:FLSA Exempt Full Time 35 hours/week


Role Summary:

The Site Director for the Transitional Housing Program will lead and manage a program designed to support single women men and families with children who are transitioning out of homelessness in New York City. The Site Director will ensure that the program aligns with DHS guidelines providing critical housing case management and support services to help clients achieve stability selfsufficiency and longterm housing solutions. The ideal candidate will have experience working in homeless services knowledge of city policies and a strong commitment to improving outcomes for vulnerable populations.

Primary Job Responsibilities/Duties:

The core responsibilities of a Site Directorinclude but are not limited to:

Program Management:

  • Oversee and monitor program adherence to all DHS OTDA and any other regulatory agencies rules and regulations.
  • Ensure compliance with funding contracts partnership and service agreements and all applicable city state and federal laws rules and regulations.
  • Ensure residents receive quality services per NAICAs mission and program requirements.
  • Develop and implement program policies and procedures that reflect the latest best practices in homeless services traumainformed care and client centered approaches.
  • Participate in the timely reporting investigating and documenting for all priority incidents to senior leadership and all appropriate reporting agencies i.e. DHS ACS NYPD etc. as required by all applicable regulations and laws.
  • Ensure that the programs facility is code compliant with HPD DOB DHS DOHMH FDNY and OTDA.
  • Collaborate with service linkage agreement providers to provide a full range of services for the residents of the program.
  • Must be on call 24 hours 7 days a week to respond to all shelter emergencies.

Staff Supervision & Development:

  • Recruit hire and train program staff.
  • Provide leadership for program staff and direct supervision for the Director of Social Services and Director of Operations and Security.
  • Conduct regular training and professional development opportunities for staff to stay current on city regulations homelessnessrelated services and traumainformed practices.
  • Ensure staff are properly trained and certified per OTDA and DHS rules including onetime and reoccurring trainings/certifications.
  • Lead weekly staff meetings and quarterly Community Advisory Board Meetings.
  • Foster a positive and collaborative work environment that emphasizes client advocacy staff development and team cohesion.

Program Evaluation & Reporting:

  • Monitor program performance by collecting and analyzing data on housing outcomes clients needs and service utilization ensuring compliance with NAICA and DHS reporting standards.
  • Prepare detailed monthly quarterly and annual reports for NAICA senior leadership DHS and other stakeholders.
  • Conduct program audits and evaluations to ensure that the program remains in compliance with funders and regulators.
  • Respond timely to requests from funders regulators and senior leadership.
  • Implement strategies for continuous improvement based on data analysis client feedback and city policy change.

Physical Requirements:

  • Ability to sit for extended periods and perform repetitive tasks.
  • Must be able to lift and carry up to 20 pounds.
  • Must be able to travel to multiple NYC sites as needed.

Work Environment / Schedule Requirements:

  • May be required to work shifts that include evenings or night tours and/or Saturdays Sundays and holidays with holiday pay differential.

Qualifications:

  • Must be able to read speak write and understand English for administrative purposes.
  • Must pass drug screening to be appointed.
  • This position may be subject to a series of investigations before and after appointment.
  • Bachelors degree in human services in addition to 2 years of supervisory experience in human services or;
  • Associates degree in a related field in addition to 10 years of supervisory experience in human service or;
  • Prior or current employment experience with NAICA accompanied by a track record of aboveaverage performance reviews.
  • Professional and impeccable verbal and written communication skills. Proficiency in English required.
  • Professional and expert competence in MS Office Suite.
  • Experience with CARES CuRent CAPS BCS and Salesforce.
  • Professional and strong leadership and effective management skills.
  • Ability to implement and monitor policy and procedure in accordance with NAICA funders and regulators.
  • Strong analytical organizational and problemsolving skills.
  • Proficiency in data analysis and program evaluation skills.
  • Strong conflict resolution skills.
