The King County Road Services Division (RSD) is seeking a highly experienced expert in public sector accounting to oversee the accounting compliance and audit response functions for the division. We are looking for someone who enjoys translating theory and technical information into practical business process. Our successful candidate will be the RSD accounting expert advise management and supervise accounting staff. The division will rely on this individual to maintain the divisions compliance with: Government Accounting Standards Board(GASB) pronouncements Financial portions of the Revised Code of Washington (RCW) State Budget Accounting and Reporting System(BARS) State Local Agency Guidelines (LAG) King County financial policies and code and Federal uniform guidance under the Code of Federal Regulations 2 CFR 200. This position is within the Roads Budget and Finance Unit and reports to the Road Financeand AdminServicesManager in the DLS Central Finance Team.The position requires bothheavy quantitative emphasis and excellent communication skills. This person will work closely with the countys Office of Performance Strategy and Budget (PSB) and the Finance and Business Operations Division (FBOD) to ensure compliance with all federal state and local requirements. Lead andSupervisea team of financial professionals by assigning responsibilities setting clear expectations reviewing work mentoring staff and evaluating performance. Foster a collaborative and highperforming team environment.
Oversee Financial Operationsincluding accounting accounts payable and expenditure controls to ensure compliance with county policies and regulatory requirements.
Lead Financial Analysis and Forecastingby interpreting complex data preparing reports and making datadriven recommendations to guide policy and operational decisions.
Oversee Rate Setting and Cost Allocationby developing and reviewing cost structures rate models and financial justifications for Roads services.
Manage compliance and reportingby ensuring adherence to federal state and local financial regulations internal controls and audit standards.Review and recommend updates to financial and administrative policies and proceduresto align with regulatory requirements and best practices strengthen internal controls and enhance operational effectiveness.
Ensure Audit Readinessby managing financial audits addressing findings and implementing corrective action plans.
Enhance Financial Systems and Processesbyidentifyingareas for process improvement implementing financial automation tools andoptimizingreporting methodologies.
Collaborate with the Finance teamand key stakeholders in fiscal yearend reports and financial documents. Oversee and support the management compliance and reporting of grant funds and other revenuegenerating activities ensuring proper tracking and alignment with regulatory requirements.
ProvideStrategic Financial Guidanceto finance managers peers and team members ensuring informed decisionmaking that supports financial sustainability.
Represent the Division on Financial Mattersby serving as a primary liaison for the Finance and Business Operations Division (FBOD).

Perform Other Duties as Assignedto support the evolving financial needs of the Roads Services Division.
Bachelors or Mastersdegreein public sector finance public administration accounting economics or a related field with coursework in financial analysis and accounting OR an equivalent combination of education skills and experience thatdemonstratesthe ability to perform the duties of this position.
Advanced knowledge offinancial managementprinciplesincluding government financial accounting cost accounting and data governancein accordance withGenerally Accepted Accounting Principles (GAAP)and other regulatory frameworks.
Prior experience in public sector finance auditing or government financial administrationat a large municipal county or state level.
Experience in financial analysis forecasting and reporting including the ability to develop complex financial models rate structures and cost allocations to guide decisionmaking.
Proficiencyin financial systems and data management toolssuch as Oracle Enterprise Business Systems (EBS) Power BI Looker Prism Power Pivot SQL Reporting Services and Tableau or equivalent financial reporting platforms.
Demonstrated experience managing compliance and financial audits including knowledge of federal state and local audit requirements and the ability to develop and implement corrective action plans.
Experience in managing accounts payable and accounts receivable within a large organization including utilizing tools to manage workload and ensuretimelyand responsive processing.
Leadership & Strategic Financial Planning
Experience advising executive leadership and stakeholderson complex financial rules regulations and processes.
Proven ability toidentifyand implement process improvements including experience applying LEAN process improvement methodologies to enhance financial systems and operational efficiency.
Supervision & Collaboration
Demonstrated ability to lead and supervise financial teams including setting performance expectations mentoring coaching and evaluating staff.
Proven ability to collaborate across departmentsto ensure alignment between financial strategies operational goals and countywide fiscal policies.
Strong knowledge of King Countys financial processes(preferred) including experience workingwith theFinance and Business Operations Division (FBOD).
Communication & Equity Leadership
Excellent written and verbal communication skills including the ability to present complex financial data in clear accessible formats to diverse audiences including elected officials and the public.
Experience working in diverse and inclusive environments with a strong commitment to racial social and economic equity in financial decisionmaking and workforce development.
Ability to work collaboratively and resolve conflicts using teambuilding principles and strategic problemsolving skills to achieve shared goals.
DESIRED QUALIFICATIONS:
Experience with Oracle Enterprise Business Systems (EBS) especially Oracle EBS General Ledger Project Account Receivable and Accounts Payable Modules or other financial systems.
Demonstrated experience with LEAN principles.
Substantial experience in public sector accounting administration and finance.
Knowledge of King County Financial and budget processes.

The SDA is anticipated to end on June 2 2025. Special duty applicants must have approval from their current supervisor to accept an assignment. Current employees selected for special duty will be compensated based upon the provisions of the collective bargaining agreement King County Personnel Guidelines or Coalition Labor Agreement for their base assignment.

TELEWORKING REQUIREMENT
This is a hybrid position. The work associated with this position will be performed by teleworking onsite work and meetings as needed. The responsibilities of this position willinclude regular and ongoing inoffice work.
Employees will have access to shared workspaces at various King County facilities. Employees mustresidein Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.Employees will be provided with a County issued laptop and mustmaintaina workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
