POSITION PURPOSE: Reporting to the Manager Investments and Cash Management is responsible for developing recommending and implementing active investment and trading strategies that support and integrate with longer term strategies set by the Manager for the Regions General and Sinking Fund portfolios and those managed on behalf of other entities; researching financial and economic trends and monitoring capital markets to support strategy development and implementation; executing all bond transactions over two years maturity; coordinating with other Treasury Office staff on matters related to money market investments securities settlement and safekeeping policy and regulatory compliance and cash flow/liquidity analysis; maintaining and updating the Investment Management System and providing support to 3rd Party licensees; supporting and promoting investment program with objective of enhancing returns which are measured against performance benchmarks.
MAJOR RESPONSIBILITIES
Develops presents and defendsinvestment strategies and trading activities for the Regions General and Sinking Fund portfolios and those managed on behalf of other entities (currently Housing York Inc. within the context of the longterm portfolio strategy set by the Manager.
Executes transactions with the ONE Fund Investment Program
Assists Investment Manager with study/review of alternative investment options as permitted under provincial regulations by conducting research compiling data and communicating with other municipalities to determine benefits disadvantages and costs of each option.
Determines security selection appropriate size (within a mandated limit) timing and pricing of trading positions to add incremental value to the annual return of the respective investment portfolio.
Develops financial models/scenario analysis with respect to potential portfolio strategies.
Provides input and recommendations to Cash Management Specialist on shortterm borrowing strategies and assists withimplementation of program (timing term size etc..
Provides recommendations on the timing and use of forward rate agreements interest rate swaps and other fixed income hedging strategies and executes all transactions relating to these instruments; ensures proper recording and control of any outstanding agreements/contracts and requisite reporting for compliance purposes.
Maintains market perspective through research monitoring capital markets communication and meeting with market participants and information providers (e.g. Bloomberg financial publications investment dealers and traders other investment managers and municipal peers etc..
Interprets complex financial and economic data and statistics to assist in formulating investment and trading strategies.
Prepares analytical reports/studies; analyses data and makes recommendations based on the results of research and studies.
Communicates and coordinates with both internal Departments and external institutions municipalities lawyers investment dealers fixed income traders economists and investment managers in the of investment and negotiating functions.
Represents the Finance Department at meetings with peer municipalities and the investment community on matters dealing with portfolio management and cash management.
Performs other duties as assigned in accordance with Branch and Department objectives
QUALIFICATIONS
A Chartered Financial Analyst with a Masters Degree in Business Administration Mathematics or Economics or approved equivalent combination of education and experience.
Minimum five 5 years investment management experience at a financial institution or a large multidivisional organization including experience in financial/economic analysis and forecasting.
Demonstrated experience in writing analytical reports/studies including the ability to identify problems analyze and interpret data and make and defend recommendations from the results of studies.
Demonstrated experience in the analysis design and creation of computerized financial models.
Thorough understanding of accounting principles as they apply to investment management.
Knowledge of provincial and municipal statutes and regulations pertaining to investments issues including the ability to interpret and explain complex legislation.
Sound knowledge of financial and economic principles and practices and the workings of capital markets both domestically and internationally.
Knowledge and demonstrated ability in corporate core competencies including communication innovation teamwork and collaboration and personal ownership.
