Job Description

Introduction

MDEM is looking for a diligent detailoriented individual who is excited about making Maryland a saferplace to live and work byassistingwith the Departments 911 Board.


MDEMs mission is to proactively reduce disaster risks and reliably manage consequences throughcollaborative work with Marylands communities and partners. MDEM is the department of Stategovernment with primary responsibility and authority for emergency preparedness policy and forcoordinating hazard mitigation incident response and disaster recovery. MDEM is a national leader inEmergency Management that provides Maryland residents organizations and emergency managementpartners with expert information programmatic activities and leadership in the delivery of financialtechnical and physical resources to shape a resilient Maryland where communities thrive. We do thisby being Marylands designated source of official risk reduction and consequence managementinformation.


NOTE: This position operates within an oncall rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis. This may involve working 12hourshifts extended periods of time in support of 24hour consequence management activities.

Main Purpose of Job

The Accountant II position includes the full performancelevel of work examining analyzing and interpreting accounting systemsrecords and reports by applying generally accepted accounting principles tomodify and maintain agency accounting systems prepare financial reports orstatements and give fiscal advice to management. This position supervises thework of an assigned Accountant I. This position receives general supervisionfrom an Accountant Supervisor. The main purpose of this position is to assureaccurate and timely accounting related to the processing of monthly telephoneservice providers receipts and disbursements of the counties share of theMaryland 911 fees. This position is responsible for the Departments generalaccounts receivable functions as well as control and verification in supportof the Maryland 911 Board. The Maryland Department of Emergency Management(MDEM) is the department of State government with primary responsibility andauthority for emergency preparedness policy and for coordinating hazardmitigation incident response and disaster recovery. MDEM works to ensure thatall Marylanders are prepared and to make Maryland more resilient. Emergencymanagement project leads support MDEMs mission by supporting projects andprograms which ultimately enhance preparedness for all Marylanders.

POSITION DUTIES

Cost Accounting: Proper distribution of revenues by PCAs(Fund Program Subprogram) and Object for the 911 Trust Fund county shareswired and wireless (including prepaid) vendor activities and county awards.Prepare reports budgets and revenue projections using proper Fund Programsand Objects. Advises the supervisor of these activities and results.

Performs all accounts receivable services for the Maryland911 Board in accordance with applicable laws rules regulations policiesand procedures prescribed by a Chief Financial Officer and other fiscal staffat the Maryland Department of Emergency Management.

Modifies and implements manual and automated fiscal systemsin accordance with generally accepted accounting principles and departmental guidelinesand oversees accounting operations. Prepares and analyzes periodic and specialreports to meet 911 Board funding source requirements and to keep theExecutive Director advised of the fiscal status of the Board.

Conducts the annual fiscal yearend closeout in accordancewith generally accepted accounting principles. Analyzes and interprets alldirectives from the State Treasurers Office and all agencies within theComptrollers Office. Dictates with the Executive Directors approvalinternal procedures for the resolution of requests from those agenciesconcerning the 911 Board.

MINIMUM QUALIFICATIONS

Education: A Bachelors degree in Accounting from an accredited college or university including or supplemented by three credit hours in auditing.

Experience: Two years of experience examining analyzing and interpreting accounting systems records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelors degree from an accredited college or university with thirty credit hours in Accounting and related courses including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a masters degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a yearforyear basis for the required experience and education.

  • Aptitude using Microsoft applications especially Excel.
  • Aptitude using Gmail and google docs.
  • Ability to communicate professionally both verbally and in writing.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee you will be responsible for paying 25 of the premiums for your medical and prescription coverage including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75 of the cost for these benefits. You can also elect to enroll in dental coverage accidental death and dismemberment insurance and life insurance but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked not to exceed 40 hours per calendar year.
