Human Resources Specialist
Labor Relations
Essential Functions
- Provides technical assistance to management staff on disciplinary matters.
- As assigned serves as a hearing officer pursuant to the various relevant contractual provisions at the second and third levels of the grievance process.
- Serves as a labor relations liaison providing technical assistance on all negotiated collective bargaining contracts. state and federal statutes executive orders and IGB policies relating to personnel practice.
- In coordination with appropriate management staff as directed provides input into labor/management meetings and ongoing informal discussions with union representatives to communicate Department policies and listen to employee concerns.
- Assists in conducting training sessions for management staff regarding contract administration collective bargaining agreement revisions and labor relations policies.
- Serves as an active member of the human resources team providing members with information on various labor relations matters.
- Performs other duties as required or assigned which are reasonable within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge skill and mental development equivalent to completion of four years of college AND
- Two years of professional human resources experience.
Preferred Qualifications
- Prefers two 2 years of experience in a Labor relations position.
- Prefers two 2 years of experience using State of Illinois Personnel Code Rules Position Classification Plan Pay Plan and Collective Bargaining Contracts or similar legislated/negotiation rules.
- Prefers two 2 years of experience working with personnelrelated computer systems such as Human Resources Information System (HRIS) or similar personnel software.
- Prefers two 2 years of experience gathering and compiling data for the purpose of generating reports.
- Prefers advanced proficiency using Microsoft Word or similar word processing software.
- Prefers advanced proficiency using Microsoft Excel or similar spreadsheet software.
- Prefers intermediate proficiency with the remaining applications in Microsoft Suite PowerPoint Access Outlook and Publisher.
- Prefers two 2 years of experience reading assimilating information and data and recalling with a reasonable degree of proficiency facts and figures.
- Prefers two 2 years of experience articulating collective bargaining unit rules or human resources administration information in descriptive terms to others not versed in the Collective Bargaining unit.
Conditions of Employment
- Requires the ability to pass Illinois Gaming Boards background investigation (background check).
- Requires ability to travel in the performance of duties with overnight stays as appropriate.
- Requires appropriate valid drivers license.
- Requires proof of current automobile insurance.
- Overtime is a condition of employment and you may be requested or required/mandated to work overtime including scheduled unscheduled or lastminute overtime. This requires the ability to work evenings and weekends.
- Must comply with the State Officials and Employees Ethics Act: No State employee who works for the Illinois Gaming Board or spouse or immediate family member living with such person shall during State employment hold an ownership interest in other than a passive interest in a publicly traded company in any gaming license under the Illinois Gambling Act the Video Gaming Act the Illinois Horse Racing Act of 1975 or the Sports Wagering Act.
- Must comply with the Illinois Gambling Act: No person shall be employed to serve the Board who is or whose spouse parent or child is an official of or has a financial interest in or financial relation with any operator engaged in gambling operations within this State or any organization engaged in conducting horse racing within this State.
- Must comply with the Illinois Gambling Act: For the one year immediately preceding employment an employee shall not have been employed or received compensation or fees for services from a person or entity or its parent or affiliate that has engaged in business with the Board a licensee or a licensee under the Illinois Horse Racing Act of 1975.
