JOBOPENING
  • Title:Family Advocacy Program (FAP) Specialist
  • Location:Wiesbaden Garrison Germany
  • Start Date:1 June 2025

SUMMARY
The FAP Specialist shall provide Family Advocacy services to authorized clients within USAG Wiesbaden. The FAP Specialist shall provide FAP information and guidance to Commanders and the Flag Officer. The FAP Specialist shall develop and publicize information concerning child and spousal abuse procedures.

QUALIFICATIONS
  • Bachelors Degree (or equivalent to a minimum of a fouryear secondary education with a certificate or degree) in the area of Social Work Psychology Sociology Marriage and Family.
  • Minimum two 2 years of documented and verifiable experience in family systems and in family violence prevention and intervention performed within the past five 5 years.
  • Ability to fluently read write and speak English (proficiency levels equivalent to levels 3 or higher of the BILC STANGAG 6001 Edition 5 dated February 2019 for reading and writing).
  • Possess a valid drivers license to operate motor vehicles in Germany for the duration of the contract.
DUTIES:
  • Maintain FAP records according to established regulations. Maintain records and files related to the services provided. Add relevent data to the Client Tracking System (CTS) and Victim Advocate Domestic Abuse Tracking System (VADATS) weekly.

FAP Training and Community Outreach:
  • Teach the following FAP classes:
    • FAP Overview
    • Command Briefings
    • Troop Trainings0
    • Life Skills (to include Stress and Anger Management Positive Parenting and Couples Communication)
    • Child Abuse Prevention Training and Problematic Sextual Behavior in Children &
    • Youth Training (PSBCY)
    • Domestic Violence and Teen Dating Violence Prevention Training
  • One 1 to two 2 times a month provide training classes to the USAG Wiesbaden community. Trainings classes shall be specific to:
    • Domestic Abuse
    • Teen Dating Violence
    • Child Abuse
    • PSBCY
    • Life Skills
    • Other FAP educational and training focuses
  • Schedule individual FAP classes for walkin clients within 24hours from time of request.
  • Participate in FAP outreach events and assist in planning activities. This includes staffing informational tables supporting and attending community events and providing input for the FAP program (with FAPM approval) to the marketing manager for publication in all media sources.
  • Promote Child Abuse Prevention Teen Dating Violence Awareness and Domestic Violence Awareness Month and PSBCY awareness through community meetings and public education.
  • Publicize the FAP program to the entire community using available media methods.
  • Maintain the established computerized database containing a listing of all units within the USAG Wiesbaden footprint
  • Request and obtain access to the Garrison leadership SharePoint and review on a monthly basis to track identify and update all known Garrison footprint unit changes.
On a monthly basis:
  • Notify all newly assigned Garrison Commanders and Senior Leaders within 45 days of assignment of their mandatory FAP briefing.
  • Contact all unit training points of contact (POC) within the USAG Wiesbaden footprint (via phone or email) to coordinate the scheduling of troop briefings.
  • Coordinate and schedule annual training classes for all personnel who work with children (for example Child and Youth Services (CYS) local schools law enforcement and others as designated by the FAPM).
On a quarterly basis:
  • Schedule meetings reserve meeting venues and prepare agendas for the Family Advocacy Committee (FAC) and Fatality Review Committee (FRC).
  • Attend the scheduled FAC and FRC meetings confirm attendance take notes and complete meeting minutes prepare meeting minutes per military protocol and submit to the FAPM
  • Complete and maintain current appointment orders for the Case Review Committee (CRC) FAC and FRC members. The Contractor shall ensure required background checks are conducted on all CRC members that mandatory training certificates are received and that a record of such is maintained on a quarterly basis.

FAP Support Services
  • Oncall rotation 24/7 approximately every other week not to exceed 50 of the time with a 30 minutes response time. If referral meets VAP criteria respond in person (if needed) within one 1 hour. Provide services for victims of domestic violence and their families including:
    • Crisis intervention
    • Assistance in securing medical treatment for injuries.
    • Information on legal rights (resources available both through military and civilian programs)
    • The pretrial trial and posttrial support
    • Accompanying the victim to requested appointments and followup as required.
Reporting Services
  • Coordinate with the case manager in developing an appropriate plan of assistance and intervention. provide support services to victims of family violence by providing information about the Special Victims Counsel Transitional Compensation and legal services and assisting with document completion. Following initial contact the Contractor shall provide followup services by phone email or in person to all identified victims for at least three 3 months to ensure that no further intervention is necessary.
  • Mandated reporter of child and Domestic Violence (DV) / Intimate Partner Violence (IPV). Report all suspected child abuse or neglect cases or Domestic Violence cases to appropriate law enforcement FAP case managers at Social Work Services (SWS) the FAPM and medical treatment facilities as appropriate. Maintain electronic and paper records of contacts referrals and case status to ensure the FAP case manager and the FAPM are fully aware of the victims situation. Ensure confidential handling of all documents or conversations related to victim care.
  • Conduct initial intake services (case file) for suspected Spouse and Intimate Partner domestic violence in coordination with the FAPM. Receive reports from medical treatment facilities SWS Military Police Criminal Investigative Division (CID) legal offices coordinators of housing areas and the public and provide information to FAPM.
  • Provide standard ACS evaluation sheets to each class attendee for each class briefing or service provided. The Contractor shall provide all evaluation sheets to the FAPM no later than three 3 work days after the event for the FAP certification binder
Communication
  • Provide status updates and report concerns to the FAPM the Chief of Social Work Services (SWS) and any assigned SWS case managers for all Emergency Placement Care (EPC) cases. Coordination may be conducted via phone or in person. The Contractor shall maintain a physical or electronic log to document contact and method of contact.
