Position Summary

The Coordinator Bylaw Operations is a multidisciplinary role that supports the operational functions of the Bylaw Enforcement Branch including policy research and development safety and training programs public engagement communication strategies and business systems support. This position requires a high degree of independence using judgment initiative and creativity within established regulations and policies. The coordinator leads the implementation and management of operational procedures workplans and monitoring methods while collaborating with internal teams and external stakeholders to enhance service delivery. As a key member of the Bylaw Enforcement Branch Leadership Team the Coordinator reports to the Manager Bylaw Enforcement.

Key Duties & Responsibilities

  • Lead and conduct policy research projects analyze data assess best practices and develop recommendations to enhance bylaw enforcement operations.
  • Collect interpret and analyze complex data to inform enforcement strategies and policy development.
  • Participate in the Bylaw Expert Panel supporting municipal benchmarking efforts and preparing reports for senior leadership and City Council.
  • Develop and implement customer service and communication policies ensuring alignment with enforcement operations.
  • Monitor and evaluate emerging technologies that could improve business area operations and recommend adoption where applicable.
  • Ensure software modifications align with legislative requirements and enforceable statutes.
  • Lead the development of user business requirements and oversee the implementation of technology solutions within the branch.
  • Respond to inquiries from the public elected officials and internal stakeholders providing expert guidance on enforcement policies and bylaws.
  • Represent the branch at meetings with external agencies community groups and stakeholders offering presentations and answering questions.
  • Facilitate program reviews to assess enforcement policies training documentation safety protocols and operational procedures.
  • Perform related duties as required.

Key Qualifications

  • A degree in Business Administration or a related field.
  • Three 3 to five 5 years of experience in a comparable role including two 2 years in a supervisory capacity.
  • Experience in adult learning training facilitation and enforcement environments is an asset.
  • Strong knowledge of policy research analysis and development.
  • Understanding of municipal enforcement operations strategic planning and service delivery.
  • Experience with project management and change management methodologies.
  • Ability to interpret bylaws statutes and enforcement regulations.
  • Strong research analytical and time management skills.
  • Ability to maintain effective relationships with internal and external stakeholders including elected officials and senior leadership.
  • Strong oral and written communication skills adaptable to various audiences.
  • High degree of professionalism discretion and confidentiality.
  • Skills in navigating politically sensitive issues and working collaboratively across government levels.
  • Knowledge of Provincial Occupational Health and Safety Act and related safety protocols.

Working/Other Conditions

  • Travel within the City of Regina is required.
  • Work is performed in both office and field environments.
  • Exposure to challenging situations involving public interactions.
  • Personal protective equipment may be required.
