This is a noncompetitive contractual position with limited State of Maryland benefits.

TheMaryland Department of Housing and Community Development (DHCD) is a nationalleader in the financing and development of affordable housing and communitydevelopment lending. The Division of Homeless Solutions is responsible forleading the states interagency strategy policy and initiatives to preventand end homelessness for all Marylanders. This vital work includes leading theMaryland Interagency Council on Homelessness and facilitating crosssectorcollaborations with government nonprofit philanthropic and other strategicpartners. The Division administers grant funds and technical assistance tolocal governments and nonprofits that are delivering critical safety netprograms in their communities such as street outreach shelter permanenthousing food pantries foreclosure counseling homebuyer education benefitsenrollment workforce development early childhood care and specializedservices for aging adults domestic violence survivors and youth. The Divisionalso serves as the HUDdesignated lead agency for the Balance of StateContinuum of Care coordinating funding data collection performance managementclient assessment and housing referral systems in 9 rural and suburbancounties.

This position offers a salary range of $37.84 $44.05/hour with potential for advancement up to $61.12 based on qualifications equity and hiring guidelines. Initial salary offers are determined by qualifications experience and available budget and typically do not exceed $44.05/hour.

POSITION DUTIES

DHCD has an immediate opening for a contractual fulltime Program Manager II. The Director of Youth Homeless System Improvement is a seniorlevel position responsible for the development coordination and implementation of policy change and research related to reducing and ending youth homelessness in Maryland.

This position works with a broad range of stakeholders including senior state officials across multiple agencies homeless youth with lived expertise as well as foundation and nonprofit partners. This position identifies traditional and nontraditional resources and solutions and articulates and facilitates youthserving systems change throughout the state. This position serves as the senior staff responsible for coordination grant administration and reporting on the $2 million 30month HUD Youth Homeless Systems Improvement award. In this capacity this position provides updates and presentations to senior leadership at the Department and other State Agency partners.

This is a noncompetitive position as it is a shortterm contract expected to last 2 years contingent upon funding and satisfactory employee performance.

MINIMUM QUALIFICATIONS

Education: A Bachelors degree from an accredited college or university.

Experience: Five years of administrative or professional experience to include two years offinancing experience or providing technical assistance for development or rehabilitation ofmultifamily or singlefamily housing; neighborhood revitalization and business development;community infrastructure development; or historic preservation programs.

Notes:

1. Candidates may substitute additional administrative or professional experience as definedabove on a yearforyear basis for the required education.

2. Candidates may substitute additional jobrelated education at a rate of thirty credit hours foreach year of experience for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissionedofficer in business and industry classification or business and industry specialty codes in thehousing management field of work on a yearforyear basis for the required experience andeducation.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience managing state or federal grants as a direct or subrecipient
  • Experience leading a team
  • Experience working with youth or adult homeless services may be substituted with lived experience of homelessness

SELECTION PROCESS

EXAMINATION PROCESS

The examination will consist of a rating of your education training and experience related to the requirements of this position. You may be required to complete a qualifications supplement or the rating may be based on your application. BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee you will be responsible for paying 25 of the premiums for your medical and prescription coverage including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75 of the cost for these benefits. You can also elect to enroll in dental coverage accidental death and dismemberment insurance but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked not to exceed 40 hours per calendar year.
