The New York City Department of Youth and Community Development (DYCD) invests in a network of communitybased organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.
The position is a member of Administration Divisions leadership team and will report directly to the
Deputy Commissioner of Administration. With wide latitude for independent judgment and decisionmaking the Senior Advisor will assist in the development and implementation of operating systems and accountability metrics to ensure accomplishments of the Administrative Divisions goals and
smooth effective and efficient division operations. In addition the Senior Advisor will provide strategic
direction with respect to coordination of new initiatives agency wide projects as well as the
development and amendment of multiyear plans and improvement strategies for the Administration
Division.
DYCD is seeking a Candidate to perform the below task/responsibilities :
Oversee and manage the Administration Divisions annual planning and implementation processes.
oDevelop and lead project planning along with relevant reporting
Develop and maintain systems that facilitate and support collaboration across the divisions
departments: Audits Contracts Evaluation and Sourcing ACES (includes Procurement) Bureau of
Budget & Finance Information Technology and Administrative Services.
Develop mange and maintain the Administration Divisions operating systems and accountability
metrics.
Ensure the application of administrative policies procedures and regulations for uniformity of
interpretation and practice.
Coordinate the Administration Divisions intra and intermeetings and oversee communications
across Division leads.
Prepare agendas minutes and track action items for meetings
Serve as a representative of the Deputy Commissioner and any of the Administration Divisions
leadership as appropriate at internal and external meetings workgroups and/or Task Forces.
Prepare presentations take notes and track action items for meetings
Serve and be a representative on Citywide administrative and/or operational actions.
Serve as a strategic partner and thought leader that can lead and/or assist in the management of
special projects and initiatives.
Manage and report out on the Administration Divisions personnel purchasing and financial
operations.
Coordinate and oversee onboarding processes for all Administration Divisions staff interns and
thirdpartner vendors.
Supervise staff as appropriate.
Candidates for this position are expected to be highly organized entrepreneurial innovative and a
strong strategic thinker who possesses strong communication policy analysis and relationship
management skills.
Additionally the position will require someone who can understand multiple
business domains and quickly gain a broad understanding of all aspects of the Administration
Divisions operations.
While the selected candidate will be expected to have a broad understanding of
the Administration Divisions operations he/she will need good judgment to ascertain when to involve
DYCDs programmatic subject matter experts to ensure that DYCDs official position is considered and
clearly conveyed.
ADMINISTRATIVE STAFF ANALYST 10026
Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration public health human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school and two years of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; or in management or methods analysis operations research organizational research or program evaluation; or in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management. Eighteen 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
2. A baccalaureate degree from an accredited college and four years of satisfactory fulltime professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory fulltime professional experience as described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
4. A fouryear high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and eight years of satisfactory fulltime professional experience as described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
5. A combination of education and/or experience equivalent to 1 2 3 or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However all candidates must have a high school diploma and at least two years of experience as described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
