Job Description

Description

The Deputy Planning Director will provide leadership and guidance to staff in carrying out current planning or special project responsibilities particularly as it relates to questions of process policy and recommendations on complex or controversial projects. The Deputy Planning Director will process analyze and review the highestlevel planning projects/cases per the Countys Land Use and Development Code and applicable Master Plans on a limited basis. Work closely with the Planning Director on departmental oversight managing workload among planners and the application and interpretation of the Development Code and related Master Plans. This position will also serve as a reliable resource to staff members provide training to new staff and review and edit staff reports to ensure that the Countys policies are being implemented.

Examples of Duties

The incumbent in this position must be able to successfully perform the following essential job functions and duties:

  • Plans organizes directs and manages the activities of the Planning Department and personnel engaged in the compilation analysis and interpretation of data affecting community planning; determines work assignments and provides for scheduling completion dates and followup of staff activities.
  • Serves as the direct supervisor and mentor for all professional planning personnel within the Planning Department. Supervises trains and evaluates the performance of assigned personnel; monitors and ensures staff compliance with departmental policies procedures and regulatory requirements.
  • Assists in developing implementing reviewing and revising Planning Department policies procedures and departmental standards.
  • Prepares and administers the Comprehensive Plan within the policies of the Board of County Commissioners (BOCC) County Manager and Planning Commissions supervises the development of comprehensive plan elements directs development of plan implementation legislations such as development code amendments sign code subdivision regulations and other ordinances and codes.
  • Plans coordinates manages and oversees the implementation of planning development redevelopment and/or other departmental projects such as the Comprehensive Plan and maintaining and updating the Electronic Plan and Permitting Database (TRAKiT).
  • Serves as technical advisor to the Planning Commissions Planning Director BOCC and department directors on planning and zoning matters.
  • Represents the County at public meetings and at conferences with other public and private groups participating and negotiating as authorized in the solution of community planning problems.
  • Prepares comprehensive reports based upon careful research and study of planning concerns.
  • Meets with developers consultants architects citizens and other community and regional officials to coordinate and resolve issues related to current and prospective development.
  • Visits sites relative to development plans prepares recommendations after coordination with other County staff; presents recommendations to the Planning Director County Manager BOCC and Planning Commission.
  • Acts on behalf of the Planning Director in his/her absence as required.

Typical Qualifications

Education:

  • Minimum qualifications include a bachelors degree in urban and regional planning geography landscape architecture architecture or a closely related field.
  • Masters degree in any of these fields is preferred
  • AICP certification is preferred
Practical Experience:
  • At least five years experience in local or regional planning long range planning and development review; or any equivalent combination of education and progressively responsible professional planning experience; with a minimum of three years supervisory experience.
  • Experience working with the public in difficult situations a customer service orientation and ability to communicate effectively both verbally and in writing are a must.
LICENSES OR CERTIFICATES:
  • Valid Colorado Drivers License at time of appointment and throughout employment.
  • AICP certification preferred.
POSSIBLE WORK SCHEDULE:
  • Traditional 85 work week in the office with monthly night meetings.
