Main Purpose of Job

The MSP Lead Maintenance Technician I is responsible for leading the maintenance efforts of an assigned work crew of MSP Maintenance Technician (MSP MT) MSP Section Maintenance Technician (MSP SMT) and MSP Avionics Technician (MSP AT) employees. Oversees and coordinates the work of the assigned crew mentors and trains crew members on maintenance tasks with which they may not be familiar and performs inspections of scheduled 25 50 and 75 hour aircraft maintenance. Coordinates the work of journeymen level MSP MT MSP SMT and MSP AT. Serves as a mentor for a newly assigned MSP MT MSP SMT or MSP AT. Conducts offsite aircraft maintenance with assigned crew members. Serves as an Aircraft Technical Inspector under the Department of State Police Aviation Command Repair Station License issued by the Federal Aviation Administration. Ensures assigned aircraft maintenance is performed in accordance with the manufacturers specifications and regulations of the Federal Aviation Administration. Performs all of the duties and responsibilities of an MSP MT. Work performed directly affects the operational availability of helicopters and fixed winged aircraft required for the missions of the Aviation Command. Performs other duties as required by the MSP Director of Maintenance (MSP DOM) MSP QA Chief Inspector (MSP QACI) MSP Maintenance Control Supervisor (MSP MCS) or Aviation Commander.

POSITION DUTIES

Coordinatesthe daily aircraft maintenance with the MSP DOM MSP QACI and MSP MCS. Assigns specific tasks to MSP MT MSP SMT and MSP AT crew members to ensure maximum manpowerutilization and the efficient flow of aircraft maintenance. Performs lead aviation technician functionsand trains crew members on maintenance tasks with which they may not befamiliar. Servesas a technical resource for the MSP MT classification.

Performs all of the duties andresponsibilities of an MSP MT in support of assigned aircraft maintenance tasks. Maintains assignedtools in proper working condition.

Preparesand maintains documentation related to work activities of MSP MT crew membersin accordance with FAA and Departmental regulations to ensure all work isproperly documented in aircraft records.Provides accurate data such as job orders and the discrepancy log tothe manager of the Repair Station information system.

Performs Aircraft Inspector dutiesunder the FAA Inspector Authorization License and the FAA Repair StationLicense. Ensures MSP MT MSP SMT and MSP AT work is performed in support of a job orderis compliant with FAA and manufacturer standards. Will perform tasks asprescribed by the MSP DOM MSP QACI MSP MCS or Aviation Commander.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of turbine helicopter maintenance experience.

Notes: Candidates may substitute U.S. Armed Forces military service experience as a noncommissioned officer in the Aviation Machinist Mate classifications or Aviation Aerospace Maintenance or Aircraft Maintenance specialty codes in the Aviation Maintenance field of work on a yearforyear basis for the required experience.

SELECTIVE QUALIFICATIONS

Preferred Qualifications:

1. Working in an FAA Part 135 or FAA Part 91 or similar military operation.
2. Working at an FAA Part 145 Repair Station.

LIMITATIONS ON SELECTION

This is anINTERNAL RECRUITMENTrestricted to current fulltime permanent and contractual Maryland State Police Employees only and fulltime employees working with the Maryland State Police by contract.

LICENSES REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification must possess a valid and current FAA Airframe and Powerplant Mechanic License.

2. Employees in this classification must possess a current FAA InspectionAuthorization within 3 months of hire or date of promotion.

3. Employees in this classification may be assigned duties which require the operation of a motor vehicle therefore will be required to possess a motorvehicle operators license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Applicants for positions with the Maryland State Police will be subject to a complete criminalbackground investigation and polygraph examination before permanent appointment can be made. Acriminal conviction may be grounds for rejection of the applicant.

2. Some positions in this classification are assigned duties which will require the individual to beexamined by a physician. After an offer of employment applicants for such positions will be given amedical examination to certify the ability to perform the essential job functions.

3. Employees in this classification are subject to callin on a 24 hour basis and therefore will berequired to provide the employer with a phone number where they can be reached. Working weekendsand holidays is required. Employee also subject to emergency call out. This is an Emergency EssentialEmployee.

4. Employees in this classification must have access to an automobile for use on official business in theevent a State vehicle cannot be provided. Standard mileage allowance will be paid for use of a privatelyowned vehicle.

5. Employees in this classification are subject to substance abuse testing in accordance with Code ofMaryland Regulation 17.04.09 Testing for Illegal Use of .

SELECTION PROCESS

EXAMINATION PROCESS

The examination will consist of a rating of your education training and experience related to therequirements of the position. You may be required to complete a qualifications supplement or the ratingmay be based on your application. Report all experience and education that is related to this position.Applicants may be given a physical examination and will be subject to an interview backgroundinvestigation polygraph examination and substance abuse testing.
