About the position

The Deputy Director for Integrated Eligibility & Enrollment Program is a unique position in that it is a part of WaTechs Directors Office reporting to the Chief of Staff to the State Chief Information Officer (CIO). However it is funded through the Health and Human Services Enterprise Coalition (HHS Coalition). This position supports the HHS Coalition goals of removing barriers to clients access to benefits and improving equitable access and outcomes for all. The IE&E Program is made up of multiple projects that work in unison to form a program to deliver on the goals and objectives as approved and directed by HHS Coalition leadership. In coordination with the Program Sponsor and the Chief of Staff this position is responsible for providing leadership and direction to the IE&E leadership team that is comprised of both state staff and vendor resources matrixed from the seven agencies that make up the HHS Coalition. In this role you will navigate the complexities of federal and statelevel policies budgets and governance structures.

Duties

Some of what to expect with this role:

  • Provide direction and leadership duties in close collaboration with the IE&E Executive Director to core program and project leaders including setting performance goals.
  • Collaborate with the WaTech Director and State CIO and the WaTech Chief of Staff to review monitor and manage the Program budget and schedule and each projects budgets and schedules.
  • Provide leadership at the program and projects level to ensure individual project efforts accomplish the stated objectives and align with the overall goals and direction of the IE&E Program. Ensure business transformation efforts human centered design values and the development and information technology advancements are integrated throughout the IE&E Program activities.
  • Support the executive leadership team in designing implementing maintaining and supporting a strong transparent and effective governance process and program.
  • Set expectations of the program management office to ensure adequate project control processes and documentation are in place and actively managed and monitored.
  • Coordinate with IE&E leadership to communicate issues decisions and questions raised by HHS Coalition governance state executive leadership including the Governors Office and Office of Financial Management (OFM) as well as legislators and committee staffers.
  • Assist with the preparation and participate in various interested parties meetings to include but is no not limited to: Program and project steering committees user groups labor and tribal and relations Technology Services Board HHS Coalition governance committee meetings strategic planning meetings etc. to ensure risks actions issues and decisions are raised and addressed in a timely manner.
  • Participate and make final recommendations to Program and HHS Coalition governance as well as project Executive Sponsors when challenging decisions or issues exist impacting the scope schedule or budget and determines best course of action to take; ultimately resulting in the Programs success and maximizing outcomes for those served by HHS Coalition agencies.
  • Participate facilitate and lead both business and technical project teams work groups committees and governance groups for example.
  • Perform strong vendor and contract management and actively manage the resources matrixed to the IE&E Program

Qualifications

Heres what were looking for:

  • 14 years of combined senior and or executive level work experience leading efforts to improve organizational development and business operations for a large multifunction organization. *A bachelors degree in social sciences public policy human resources management organizational development applied behavioral sciences business administration or related field may substitute for up to four years of the required experience.
  • Experience leading large projects or programs managing resources in a matrixed organization structure.
  • Experience working effectively with all levels of an organization oneonone development and team development.
  • Articulate and persuasive communicator facilitator and collaborator in writing and orally.
  • Excellent active listening skills.
  • Demonstrated commitment to respect and civility in the workplace.
  • Demonstrated commitment to organizational success.
  • Demonstrated knowledge of project management principles and controls.
  • Highly developed interpersonal communication skills.


Preference may be granted to applicants with the following:

  • A masters degree in public administration organizational development applied behavioral sciences human resources management business administration information technology or related field.
  • 10 years mid or highlevel management experience that includes responsibilities over broad ranging diverse and complex business operations and/or issues advising and influencing leadership decisions and supervising.
  • Experience with legislative process and highlevel stakeholder engagements preparing and facilitating communication materials.
  • Experience with human centered design organizational change management agile development and project management controls including MS Project schedules.
  • PMI Certification.
  • Capable and confident decision maker and problem solver that drives towards action and outcomes.
  • Knowledge of human centered design principles and a passion to design and deliver business and technology solutions to serve those that seek and receive IE&E Program services.
  • Familiarity with state budgeting practices and processes as well as contract development and state procurement practices and experience.

Telework:While this position is approved for telework. However there is an expectation that this position will work frequently from WaTech office space as agreed to with direct supervisor.
